Abstract: With the deepening of the reform of urban and rural integration, the existing pattern of urban and rural has been broken. Due to the growing cultural needs of rural migrant population, the original public library resource can not meet this part of new readers’ reading needs. The development situation of public library has been very worrying. This paper analyzed the reasons for the sluggish development of public libraries in the process of population urbanization, and studied the development strategy to meet the demands of population urbanization, so as to provide the solution for the transformation and development of public library.
