Abstract: Public library service outsourcing has improved the efficiency of the whole operation, and promoted the social and cultural life quality of the public. But from a practical point of view, there are still outstanding problems in the operation of public library in the service outsourcing, which lead to a dilemma of "chicken ribs" in a nice hobble. This paper focused on the social and cultural service supply of public library, and discussed the outstanding problems in the process of cultural service outsourcing, and gave some suggestions for improving the service quality and service level of public library.
