[Purpose/Significance] How such public culture service institutions as libraries create a better digital culture environment for children in poor rural areas under the background of digital villages is worth our attention. [Method/Process] The Internet usage behavior and needs and expectations for library services of left-behind children were examined through mixed methods of questionnaire, focus group interviews and one-on-one interviews on the middle school students, teachers and parents in Longshan County, Xiangxi Tujia and Miao Autonomous Prefecture, Hunan Province. [Results/Conclusions] It was found that rural children preferred to use the Internet for entertainment when they were online. Internet use behavior had little to do with left-behind experience, but was significantly related to gender, education of guardians, and surrounding culture environment. The poor rural region is seriously lack of a good digital cultural environment and social support systems for teenagers. Public cultural institutions, such as school libraries and public libraries should improve their functions and services, especially digital culture services according to the needs and behavioral characteristics of teenagers.

[Purpose/Significance] Data governance helps promote accurate management, individualized service, and scientific decision in public culture. Constructing a framework of public cultural data governance system and corresponding guarantee measures contributes to the goal of digital and intelligent developments of public culture. [Method/Process] This paper systematically elaborates the connotation and function of public cultural data governance, builds a framework for public cultural data governance system based on the activity theory, and proposes guarantee measures for specific elements. [Results/Conclusions] The public cultural data governance system consists of the elements of governance target, governance subject, governance object, and governance methods (tools, rules, and division). Guarantee measures include the following aspects: setting data governance goals and implementing goals in several phases and progressively, constructing collaboratively by multiple subjects and improving governance capacity, promoting governance with benefits and focusing on limited data and affairs, and improving system construction and organizational management models.

[Purpose/Significance] In the context of the integration of cultural and tourism development, the protection and inheritance of traditional culture in rural areas is an important subject to carry forward, inherit and develop the excellent Chinese culture and promote the progress of human civilization. [Method/Process] This paper analyzes the rural traditional culture in Liupanshui, Guizhou Province, by means of investigation, to understand the current situation and influencing factors of rural culture in its development process, and to conduct research from the aspects of the identification of inheritance and protection in rural cultural tourism development, the leading role of protection, the main content and the path of inheritance and protection. [Results/Conclusions] The inheritance and protection strategies in the process of promoting the development and utilization of rural culture are summarized, which can provide beneficial reference for the development of rural culture.

[Purpose/Significance] Public reading areas in Inner Mongolia are the subject of this study. After an analysis of current cases of cooperation between bookstores and libraries, and exploitation of strength as well as shortcomings, this paper, by referring to successful cases, endeavors to propose tactics for the sustainable development of public reading areas. [Method/Process] Surveys were made via online and telephone interviews, fieldworks, literature research, and analysis of statistics. Setting Hohhot, the capital city of Inner Mongolia Autonomous Region, as the target city, the statistics collected from institutes including Inner Mongolia Autonomous Region Party Committee Propaganda Department, Inner Mongolia Xinhua Publishing Group, The Library of Inner Mongolia Autonomous Region, Hohhot Library, Baotou Library, Puluo Bookstore, Xinhua Bookstore, and Qingcheng Reading Cube. [Results/Conclusions] As is reflected in the survey, the project, with Hohhot city as the center, covers 11 cities and leagues. As for the modes of cooperation, the You-Choose-I-Pay mode dominates, and meanwhile, alternative modes are under development. In the midst of the cooperation, urgent issues that need to be dealt with are financial shortage, restricted opportunities for private bookstores, absence of diversity in cooperation, and underrated advantages of bookstores. To address the problems above, authorities ought to provide further endorsement, including introduction of social forces, adding financial support and balancing the development of related bookstores of various types; the cooperation between the two sides should be deepened by making use of a relevant resource, like new media; the roles of the three, i.e. government, bookstores and libraries, need to be more specific, and integration among the three should be encouraged to better utilize resources provided; constructional plans need be integrated to guarantee the quality of reading materials; inter-section cooperation needs to be enhanced; and the characteristics of local culture and customs are supposed to be preserved as a resource and exploited in a commercialized manner.

[Purpose/Significance] Governments at all levels encourage and support social forces to participate in the construction of public digital cultural services, providing a good opportunity for government-society cooperation to build a public cultural service platform. [Method/Process] This paper sorts out the related literature about the co-construction of the grass-roots public cultural service platform, focusing on the role of government and social forces, the construction orientation of platform resources and services. It explores the co-construction mode of the grass-roots public cultural service platform, connecting it with the practical cases of the co-construction platform, analyzes the current situation of the co-construction of the platform and the service results obtained, and points out the shortages of the co-construction platform of the platform. [Results/Conclusions] The paper puts forward some targeted optimization strategies, aiming at giving full play to the powerful joint efforts of the government and social forces for the co-construction, in order to provide reference for improving the effectiveness of public digital culture services at the grass-roots level in China.

[Purpose/Significance] Local literature is an important cultural resource. The collection, collation and reconstruction of local literature are not only the inheritance of historical culture, but also the inevitable requirement of promoting local cultural construction and improving the quality of people's cultural life. [Method/ Process] This paper surveys the practice of the project "starting from Wukang road" in Shanghai Library, and summarizes the experience of local literature resources and cultural tourism integration. It investigates the local literature resources database of provincial public libraries in five provinces of Northwest China, and analyzes the characteristics and shortcomings of literature collection. [Results/Conclusions] According to the research results, suggestions are put forward from the aspects of strengthening the collection and arrangement of local literature resources, deeply excavating local literature resources, increasing the publicity of local literature resources, and carrying out extensive cooperation.

[Purpose / Significance] To encourage and guide the participation of social forces is an effective way for a government to improve its security level of public cultural services. To improve the quality of social forces' participation in the construction of public cultural services, we need to improve the power mechanism to support the development of social forces. [Method / Process] This paper expounds on the current situation and the meaning of the power mechanism and the types of the driving forces in social forces' participation in the construction of public cultural services, and analyzes the advanced typical case of social forces' participation in the construction of public cultural services. [Results / Conclusions] Combined with the case analysis, the paper puts forward the optimization strategy for social forces' participation in the construction of public cultural services, which can provide references for promoting the supply of political and social cooperation in public cultural services.

[Purpose / Significance] Voluntary service is a form of voluntary non-profit social welfare activity. With the development of the public cultural system in China, the important role of voluntary service organizations has gradually emerged. [Methods / process] This paper first reviews the current situation of voluntary service organizations' participation in the supply of public cultural services in China, and then based on the analysis of three cases, it points out several major problems and puts forward optimization strategies, to provide references for voluntary service organizations in their participation in the supply of public cultural services. [Results / Conclusions] At present, the main problems of voluntary service organizations in their participation in the supply of public cultural services in China are: supporting policies need to be formulated, and the integration of volunteers' participation and service supply needs to be improved; voluntary service funds need to be raised from diversified sources, and the supply of cultural services lacks autonomy; the interaction between volunteers and the public is not smooth, and the multi-level supply of cultural services needs to be developed; the internal management of organizations is not standardized and the mechanism of introducing and cultivating high-quality talented people needs to be improved. The relevant government departments and voluntary service organizations need to take corresponding measures to solve the problems in time.

[Purpose/Significance] In the context of the country vigorously promoting nationwide reading and constantly improving the public cultural service system, China's public libraries continue to innovate their service models, introduce social forces and seek cooperation with bookstores to form a new model of integrated development. [Method/Process] The paper first introduces the policy background and practice of the integrated development mode of libraries and bookstores and summarizes the current cooperation projects between public libraries and bookstores in China. Then it puts forward two kinds of integration modes: based on service space and based on information systems. After comparing the typical cases of integration between public libraries and bookstores, this paper analyzes the problems existing in the development of their integration. [Results/Conclusions] It pointed out some countermeasures that the two sides should strengthen communication, establish the supervision mechanism, increase collaboration with more bookstores, and expand the scope of service coverage. The two sides should further enhance their integration, and jointly promote the nationwide reading in China.

[Purpose / Significance] In the context of the country's continuous construction and improvement of the public cultural service system and the integrated development of cultural and tourism, it is of great strategic significance for public libraries to seize the opportunity, actively explore innovative ways of services, and build public libraries into the places which promote in-depth and coordinated integrated development of culture and tourism. [Method / Process] The article briefly introduces the current status of the integrated development of the cultural and tourism services in public libraries in China, and analyzes the typical practice and existing problems of "public library + integration of culture and tourism" in China at the present stage. [Results / Conclusions] The paper puts forward suggestions: laying a solid foundation for the development of study tour courses; strengthening the digitization of resources and increasing the degree of information sharing; attaching importance to cultural connotation and guiding readers to read and learn; by innovative forms of publicity, promoting the popularity of libraries' cultural and tourism services; deeply exploiting libraries' collection resources and developing cultural and creative products with characteristics.

[Purpose / Significance] The article takes the public cultural service provided by public libraries with the PPP mode in China as the research object, and proposes the concept of "library + documentary cinema line". This project can not only diversify public cultural services provided by public libraries, but also promote the healthy development of the documentary film industry. [Method / Process] The study briefly summarizes the status quo of the cooperation between public libraries and social capital, points out some problems in the development process, and analyzes the significance and feasibility of the "Library + Documentary Cinema" project. [Results / Conclusions] Some countermeasures are put forward, such as making efforts to open up the market and improve the effectiveness of publicity, establishing a correct concept, reasonable and legal charge, selecting appropriate partners, giving full play to the advantages of public libraries and providing special services, uniting multiple forces, and overcoming potential obstacles.

[Purpose / Significance] Chuzhou Library is the first prefecture-level library in the country to provide overall service outsourcing. Its exploration of introducing social forces to participate in public library service innovation is of great significance to the current construction and improvement of China's public cultural service system. [Method / Process] Based on the social and policy background of social forces' participation in the service innovation of public libraries, this paper discussed the innovative services of social forces in their participation in Chuzhou Library's construction from five different perspectives: construction, management, services, promotion and institution innovation. This paper summarizes several problems in the development of Chuzhou Library: the public's enthusiasm towards public libraries remains low; local characteristics are not deeply explored; the reader activities create low cultural benefits; the sustainable development of the Library is threatened due the excessive dependence on outsourcing. [Results / Conclusions] The paper suggested that public libraries should establish and improve their mechanism in motivation, association, operation and risk control in order to better engage the social forces in the future.

[Purpose/Significance] Based on our understanding of the actual needs of senior readers for library gaming services, and summarizing relevant overseas experiences of gaming success, the paper puts forward suggestions on gaming services for senior citizens in China's public libraries, providing references for future related research and practice. [Methods/Procedures] The authors first surveyed the current status of gaming services for the elderly in public libraries at home and abroad by literature review and visiting library websites. Then semi-structured interviews were conducted with 14 elderly readers to investigate and analyze their demand for library gaming services. [Results/Conclusions] Based on the research results and drawing on the successful experience of providing gaming services for senior users of international public libraries, this paper puts forward rational suggestions for the development of gaming services for the elderly in public libraries in China from five aspects: service concept, service resources, service form, service mechanism, and service management.

[Purpose/Significance] Carrying out the community library reading promotion is beneficial to improving national quality, spreading urban civilization and cultural tourism integration. [Method/Process] Through the investigation of 9 scenic spots community libraries, the author finds that the scenic spots need to be enriched by culture, and point out the problems and opportunities of community reading promotion. To alleviate the insufficient human resources and reading spaces, the paper proposes that relying on the existing conditions of the community and making full use of the community party members' activity rooms, scenic spots and other places can be a way out. [Results/Conclusions] Community is the basic unit in China. Community libraries should upgrade their service concept, optimize their service systems, expand their channels of user participation, and encourage all social forces, including community members, to participate in the community reading promotion.

[Purpose/Significance] The research on the cultural and creative products in libraries under the background of cultural and tourism integration is conducive to the in-depth exploration of cultural connotation and systematic exposition of the era value contained in collection resources, and has an important guiding value for reform, innovation and high-quality development of libraries in the new era. [Method/Process] Using online investigation and literature analysis, this paper sorts out the background of libraries' services in cultural and tourism integration, and the current situation of theoretical research and practical exploration of cultural and creative products development, and analyzes the relationship between them. [Results/Conclusions] The development of cultural and creative products and the integration of cultural and tourism are the "two wings" of a library. The integration of culture and tourism provides an external extension for the development of cultural and creative products in terms of development subjects, relied resources, products categories and marketing groups. The development of cultural and creative products provides a feasible path for the realization of cultural and tourism integration, such as material carriers, bearing medium and effective platform. Under the background of cultural and tourism integration, the development of cultural and creative products should jointly set up a working team and train skilled people in products development, integrate cultural and tourism elements to develop cultural and tourism products, and improve the cross-border marketing system and actively carry out network marketing and word-of-mouth marketing.

[Purpose/Significance] A library is the modern inheritor of book collection culture. At present, China strongly supports the public cultural sector to participate in the development of cultural and creative products. As an important part of the professional spirit of librarians, book collection culture has a broad application field in the development of cultural and creative products. [Method/Process] This paper investigates the current situation of the development of cultural and creative products with the theme of book collection culture, summarizes the common types and creative features of these products, and then combines them with the development of library cultural and creative products and puts forward the general principles and methods of a library's development of cultural and creative products of book collection. [Results/Conclusions] It is a beneficial exploration for the creative transformation and innovative development of excellent traditional culture to integrate the collection culture into a library's cultural and creative development, which provides new support for the library's follow-up research on the collection culture and creative products.
