    Study on the Local Preservation and Service Strategy of Digital Resources

    [Purpose/Significance] The preservation of scientific and technological literature resources has been included in the strategic planning of many national libraries. Chinese libraries still lack local preservation and service methods for digital resources. It is urgent to clarify the key issues and establish work strategies. [Method/Process] By analyzing the current international intellectual property situation and the new requirements of institutional digital resource asset management, this paper investigated the current situation of local preservation of digital resources in domestic and foreign literature supporting institutions, sort out the key issues of library digital resources preservation and service, and then puts forward the local preservation and service mode of digital resources in Chinese libraries. [Results/Conclusions] The key issues of local preservation of digital resources include intellectual property protection, library service methods, and preservation continuity. It is necessary to determine the principles of digital resources collection protection, local preservation and self-control from the perspective of digital resources collection system construction, and can obtain digital resource collection content and service rights through methods such as national agreements and electronic resource procurement clauses stipulating preservation rights, international cooperation, and digital deposits. The "online, near line, offline" service strategy of digital resources will be supported by the technical architecture.

    [Purpose/Significance] Data security is an important cornerstone of national security. The promulgation of the data security law of the People's Republic of China (Draft) points out the development direction for the establishment and improvement of data security governance system in China. [Methods/Process] Through text analysis, the paper analyzes the content of the data security law of the People's Republic of China, mainly to interpret the legislative spirit and principles, content and characteristics of the law and its deficiencies. [Results/Conclusions] The draft not only pays attention to the confidentiality of data itself, but also takes into account the availability of data. It provides legal protection for safeguarding national data sovereignty and legitimate rights and interests of data stakeholders. In addition, relevant supporting measures should be formulated as soon as possible.

    [Purpose/Significance] This paper discusses the objective value of various quantitative indicators and methods used for research evaluation, and provides reference for researchers and technology managers to understand such methods objectively. [Method/Process] The basic principles, characteristics, scope of application and typical application cases of four common indicators and methods are introduced, including: traditional statistical quantity indicators, social network analysis indicators, altmetrics indicators, and multi-index integration methods. [Results/Conclusions] Four suggestions are put forward on rational use of quantitative indicators to carry out evaluation work: correct view of various quantitative indicators, reasonable selection of evaluation methods, careful use of evaluation results, and the acceptance for the evaluation results.

    [Purpose / Significance] The construction of university library learning space is helpful to promote the better adaption to non-traditional learning methods for a university library, which can realize the rediscovery of space value in the library. [Method / Process] This paper uses the related research literature of "University Library Learning Space" at home and abroad, studies the connotation and development process of learning space, analyzes the motivation of the construction of learning space, summarizes the construction strategy of learning space, and compares the similarities and differences of the research at home and abroad. [Results / Conclusions] This paper draws the enlightenment to the research on university learning space for China: the researchers should focus on the impacts of changes in learning concepts on the research of learning space, focus on the research of support services for learning, promote in-depth the research of learning space, and pay attention to new trends of the research of learning space.

    [Purpose / Significance] Smart service is an important orientation of library research. Its development and construction needs to integrate many intelligent technologies and realize a series of technological innovation of management and services. As a key application among intelligent technologies, the context-awareness technology has been widely concerned by the academic community. [Method / Process] This review summarizes the latest research of context-awareness technologies from the perspectives of data collection,data description and modeling, perceived service and smart service applications. [Results / Conclusions] Based on the literature review, we present a context awareness framework for smart library services. Finally, the development trends of the context awareness technologies for smart services are provided.

    [Purpose/Significance] To solve the problem of unbalanced supply and demand of agricultural Sci-Tech knowledge services in the big data environment, this paper proposed a "data + demand" driven knowledge service supply model. [Method/Process] The proposed model contains a knowledge service system model for different application scenarios and a technical supporting system with convergence of multi-source heterogeneous agricultural science and technology big data, knowledge computing and intelligent services as links. [Results/Conclusions] We developed a multi-scenario agricultural knowledge service system characterized as "Inclusive + Specialized + Customized", by addressing the key technologies of agricultural Sci-Tech big data integration and knowledge service, and thus provided differentiated, accurate and in-depth knowledge services for users of multiple types, levels and disciplines. The agricultural knowledge service system helps address the contradiction between supply and demand of knowledge services, and meet the need of inclusive & personalized knowledge service simultaneously to a certain extent.

    E-learning changes the traditional educational role of national libraries and reshapes the mode of the e-learning for library users and librarians. With investigation of the NLC's e-learning programs, this paper is aimed at analyzing the problems faced with the public library trainings and providing guidance to the innovation of the e-learning programs. This paper provides a general picture of the NLC's e-learing program by analyzing the system, contents as well as the innovative schemes. It brought up the trends of the public library e-learning and librarian training.

    To provide references for the further study in Big Data, based on the articles collected in 26 journals in the field of Library and Information Science, using Citespace, SPSS and Netdraw, authors, institutions and keywords frequency of the articles were analyzed by applying co-occurrence and multivariate statistical analysis method. The results show that the research of Big Data in Library and Information Science of China mainly focuses on five aspects: government data opening, personalized service, data literacy, data mining and data visualization.

    [Purpose/Significance] Long-term preservation of digital resources must fully consider the software preservation strategy. In view of the diversity and complexity of software, its rights management and use have become a new challenge. This paper explores the strategy of fair use of software in order to provide support for the development of national science and technology. [Method/Process] By defining the problems existing in the long-term preservation of the software, from the perspective of fair use, the necessary prerequisites and applicable environment for the fair use and long-term preservation of the software are proposed according to different usage scenarios. [Result/Conclusion] Fair use provides a feasible solution for the use of software in the long-term preservation process. In the short term, people should respect the intellectual property rights of the software owner, and the copying, use and analysis of the software should be in accordance with the terms of the contract; In terms of long-term benefits, the long-term preservation of digital resources is a guarantee mechanism to support the development of national science and technology. We should establish a sound long-term preservation policy of software and integrate it into the long-term preservation system of digital resources.

    Machine learning is a machine-oriented data analysis method, and the research of automated machine learning promotes the development of artificial intelligence. The rapid accumulation of big data has promoted the development of machine learning algorithms. How to choose the right one to solve industry problems has been difficult in its applications. The authors sort out the new materials in this area, and carefully analyzes the characteristics of various machine algorithms and the differences between them, summarizes the background, advantages and disadvantages of them. On this basis, this paper analyzes the case of machine learning in agricultural applications, and summarizes it, finally, this paper points out the current development bottlenecks and proposes further research and application.

    Technology forecasting can not only help science and technology strategy decision makers regulate policy tendency and allocate resources, but also support researchers grasp research direction.     [Purpose/significance]Sci-tech SMEs are facing severe market challenges. By using competitive technology intelligence concepts and method tools, SMEs can effectively avoid potential risks of technology competition and utilize potential technology development opportunities to enhance their innovation ability and competitive strength. [Method/process]This paper proposes an analytical paradigm based on meta-analysis integration, which is a competitive technical intelligence analysis paradigm based on multi-source data and composite relationship. Under this conceptual framework, competitive technological intelligence of SMEs can be divided into three levels: the framework level, the business level and the operation level. The framework level establishes the core of competitive technological intelligence activities, the business level describes the business flow of competitive technological intelligence, and the operation level reflects the key link of competitive technological intelligence analysis. [Result/conclusion]This paradigm is applied in the open innovation of Sci-tech SMEs. It is conceptualized as a competitive technology intelligence methodology system oriented open innovation for SEMs, which proves the availability and validity of the paradigm.

    Cognitive computing is a nascent interdisciplinary domain, and it is also an evolution of technology that attempts to make sense of a complex world that is drowning in data in all forms and shapes. It is a confluence of cognitive science, neuroscience, date science, and cloud computing, which makes cognitive computing powerful and has the potential for groundbreaking discoveries and advances. We are entering a new era in cognitive computing that will transform the way humans collaborate with machines to gain actionable insights in areas such as healthcare, manufacturing, transportation, retail, retail, and financial services. Served as a catalyst for advancing research in cognitive computing, a coherent body of knowledge and recent research in cognitive computing are brought together. First, a deep look was taken at the concept of cognitive computing and an interdisciplinary introduction to cognitive computing, which was to provide a unified view of the discipline. Second, the development procedure was provided. Thirdly, overview of three major categories of cognitive architectures and principal technologies and approaches that are fundamental to a cognitive system were demonstrated. Some of the industries that were early adopters of cognitive com-puting and the types of solutions that were being created were also included. Finally, the applications of cognitive computing in agricultural area was discussed. It covered the applications, the system, the future and its challenges. Cognitive systems can help with the transfer of knowledge and best practices in agricultural area, and using cognitive computing to help decision support services has huge potential. In these use cases, a cognitive system is designed to build a dialog between human and machine so that best practices are learned by the system as opposed to being programmed as a set of rules. It is clear that cognitive computing is in its early stages of maturation. The list of potential uses of a cognitive computing approach will continue to grow over time, and the coming decade will bring many new software and hardware innovations to stretch the limits of what is possible.

    Extracting knowledge and insights from the data is the core of data science and informatics approach. In the medical field, big data analysis is applied to reveal causal relationships and enhance its repeatability and inter-pretability based on correlation mining. Analysis of data association with causality is of great significance for think tank research and intelligence perception. To reveal the causal relationship between knowledge, the paper introduces relevant data platforms and research progress, and proposes a medical knowledge mining ideas based on multi-space and deep data. One is the measurement and critical analysis of laboratory-clinical knowledge trans-formation; the other is scientific technological influence measurement; the third is the identification of cross-cutting and innovative frontiers; the last one is the mining of medical knowledge based on the combination of full-text, bib-liometrics and computational linguistics. The first three approaches expand the space of medical knowledge, includ-ing from basic research space to applied research space, and from scientific space to technological space. The fourth way deepens the disclosure and explanation of the causality of medical knowledge based on certainty or uncertainty of the medical knowledge.

    Research on Subject Structure and Research Progress of Linked Data

    [Purpose/Significance] This paper is intend to find out the subjects structure and research progress in the field of linked data by investigating the relevant research literature.[Method/Process] Several research methods were used to analyze the linked data research in Web of Science, such as bibliometric method and visualization method. We used Citespace as visualization tool to find out who is researching on linked data. Based on the life cycle of linked data, the subject structure and research progress of linked data are explored.[Result/Conclusion] The results show that Europe is the main area for linked data researching, and Tim Berners-Lee et al. have a deep influence in the field. At present, the research of linked data covers all aspects of its life cycle include generate and publish, optimization, evaluation and application. Meanwhile there are also some weak points, such as further research on promoting the publish of linked data with high quality, realizing automatic enrichment and linking of entities, and constructing comprehensive quality evaluation.

    Poverty is a complex social phenomenon triggered by multidimensional factors, in which information poverty is one of the important dimensions for measuring poverty. By combining the literature on rural information poverty, the article mainly focuses on the research methods, causes and countermeasures of rural information poverty. The genesis is mainly divided into the subject factor and the object factor. The subject factor is subdivided into three levels: information quality, education level and economic ability. The object factors are subdivided into information resource factor imbalance, information infrastructure, natural condition constraints and institutional policy factors. The countermeasures are divided into education, infrastructure construction and policy. Proposing follow-up research can be carried out from a new perspective such as ethnic differences and interest games.
