Abstract: This paper expounded the connotation of psychological capital which emphasized the development and management of human psychological advantage, and analyzed the significance of psychological capital theory on optimizing the professional attainment of sci-tech novelty consultants in universities. Accordingly, it raised the development approaches on professional attainment respectively from the individual level and the organizational level.
