Abstract: Promoting national reading and constructing modern public reading service system is of great significance to improve the quality of citizens and the degree of social civilization, and accelerate the development of cultural prosperity. It is the important initiative to usher the era of civilization and advocate social new ethos, and also the symbol of modern city civilization and cultural landscape, as well as the responsibility and livelihood project to protect people's basic cultural rights and interests. This paper used the case analysis method to analyzed the construction of Yangzhou as book-oriented city sample. Through the optimization, classification setting, government leading, social participation, branding construction, public participation, quantitative targets, atmosphere creating, it completed the construction of public cultural facilities as "Four libraries in the city, Two libraries in the county, A reading station in the town, A reading room in the village", and formed a comprehensive, convenient, digital and multi-function public reading service system. Finally, it discussed and expected the future trend of book-oriented city construction, and put forward the ideas to build the precision public service system with public reading demands oriented, the scientific planning as important guarantee, and the fusion development mode as the breakthrough direction.
