Abstract: This paper analyzed the intellectual property right issues faced by libraries in inter-library loan and document delivery, including copyright infringement risks in the right of reproduction, network dissemination and publishing, and then discussed the feasibility of rational use of inter-library loan and document delivery based on the domestic and overseas researches, and proposed to negotiate with the database providers to solve this issues and obtain the right of digital resource use.
