Analysis of Correlation between Think Tank Elements and Think Tank Capability Based on the Evaluation Index System

Abstract: [purpose/significance] The premise of the construction of think tank is to clarify its components and its relationship with the development level of think tank. [Method/process]According to the resources based theory and competitiveness theory, the paper analyzes the internal and external factors of think tank, constructed the model of influencing factors of agricultural development think tank by using AHP and fuzzy, evaluation method, build the evaluation index system of intelligence development level, and for different levels of the index weight calculation, analyze the elements and development think tank level, the interaction factor of agricultural resources, get the different degree and its importance. [Result/Conclusion] Shows that elements include two parts, internal resource and external environment factors, including external resources including political and legal environment, economic environment, social cultural environment and technical environment; internal resources including research institutes, research experts, managers, data resource, sources of funding, research network platform, and admonition channels. Among them, the organizational structure of the degree of improvement, perfect system is the premise and guarantee of tank construction; international cooperation is good, media is a necessary condition for improving the influence of for; the number of experts, the number of published articles and the database is a sign of measure and effect of development to understand and think tank; information technology application time decides the future development direction. The conclusion of this study can be a theoretical basis for the quantitative evaluation of the ability level of think tank institutions in china.
