Abstract: In order to promote scientific management, strengthen the whole process control of project and equipment, speed up the scientific research information management processes, the author, taking Academy of Ningxia agriculture and forestry as an example, took an investigation on users information needs from aspects of information system goal, performance, role, function, business processes and database. According to the survey results, the scientific research management information system has been designed.
