Abstract: From excessive downloading of electronic resources,the 31 Western universities in Chinese and foreign language database ownership and intellectual property management situation was knew through the network survey. The phenomena has been general discovered in western universities,such as weak awareness of intellectual property rights,lack of intellectual property rights policy, shortage of intellectual property education for readers, lack technique for violations and so on. Some countermeasures have been put forward according to the actual situation in western universities, concludes that only internal strengthening intellectual property management of the library, external creating an enabling legal environment for the development of the digital library will only make our business is prosperous.
