Abstract: Jiaxing digital library is an important part of the first national public cultural service system demonstration project "Jiaxing urban and rural public library service system" This article is a case study of Jiaxing digital library, summarizing the construction mode and the main experience of Jiaxing digital library: the construction funds is Shared by the city and country governments. They realizing the maximization of economic and social benefit through offering the joint procurement of commercial digital resources, self-built resources distribution, and joint promotion of brand also with "multi-screen" service, etc. The model has certain reference value for the construction of medium-sized digital libraries with capital limited urban construction. At the same time, this article also aimed at finding the main problems existing in the construction of Jiaxing digital library, and putting forward the following Suggestions on the regional digital library construction: Get the strongest backing from government. Improve the alliance of regional digital libraries. Give the maximize brand joint promotion. Make full use of outside resources, etc.
