Abstract: Use Delphi Method to study the status, target mass, disadvantages and limitation, obstacles of Reading Promotion Activities in our Public Libraries. The survey shows that Reading Promotion Activities is the core service in function of public libraries, children are the most important target mass, the biggest deficiency is lack of scientific activities, preliminary investigation and feedback evaluation system has not yet formed. Measurements has to be taken in building of libraries, supporting by government and other agencies, establishing Feedback mechanisms and evaluation system.
