Abstract: The author has proposed specific and targeted strategies, which were drawn according to his practice during the year in Huazhong Agriculture University, based on the strategic analysis tools--SWOT, through using the inside advantages, overcoming the inside disadvantages, seizing the outside opportunities and avoiding the outside threats, which were combining with the facts of study and life at school, in the hope of boosting the use efficiency of library electronic resources better in colleges and universities by utilizing the given strategies as well as pushing the teaching and research there.
