Abstract: University libraries play important roles in the research and teaching of universities. Clear development goal and practical developing plan are essential for university libraries to achieve long-term developing. In this paper, the potential significance and main contents of “top-down design” concept is discussed in detail. Through macroscopic top-down design to clear the developing goal, guide the decisions of university libraries and promote the harmonious development of the departments of university libraries.
