Abstract: The project of Farmer’s Library shows the properties of systems at large. At present, as it manifests lacking of standards, rational system design and supervisory mechanism, and with property title being indistinct, decision making mechanism irrational, investment mechanism imperfect, and supervisory mechanism absent, in order to have sustainable development of farmer’s library, we need reformation and improvement over farmer’s library system and operation system, we need establishment of the title system of the Farmers’ collective ownership, the establishment of multi-investment mechanism mainly made by the government, and we need the establishment of a mechanism of democratic administration and a mechanism of supervision by the farmers as well.
