Abstract: In government data management practice, agencies are not very clear about relevant definitions, limited by different levels of society development, technology and civic consciousness, and the lack of standardized policy system has widened the gap between policy and practical needs. This paper analyzed the elements from texts of regulations and polices set by different governments and countries, and then built a frame for policy setting based on two main principles.
