Abstract: With the rapid development of information technology in China in recent years, it is necessary to use big data technology to build the guarantee mechanism for the open and utilization of government data, improve the efficiency of government information resource utilization and encourage the public to actively participate in social affairs. Based on the analysis of the content and characteristics of big data technology, the significance of the open and utilization of government data was discussed, including enhancing the transparency of government information, improving the efficiency of government departments and promoting the participation of citizens in political affairs, and the functional advantages of government data disclosure and utilization in the big data era were studied. And the construction ways of government data open and utilization guarantee mechanism were summarized.
