摘要: 文章以全国31个省、自治区和直辖市反映农业科技创新能力的主要指标作为基础数据,采用主成分分析方法,以农业科研机构创新能力作为研究对象,构建了农业科技创新能力评价指标体系,得出河北省农业科技创新能力总体水平偏低,居全国第14位的结论。研究结果表明,科技创新基础较弱、人力与经费短缺、科技投入力度偏弱、创新环境能力比较低等,制约了河北省科技创新能力的发展。

Abstract: The main indicators reflecting the agricultural science and technology innovation capacity in 31 provinces, autonomous regions and municipalities were taken as the basic data in this paper, and the evaluation index system of agricultural science and technology innovation ability was constructed with agricultural scientific research institutions’ innovation ability as the research object by using principal component analysis method. The results showed that the overall level of Hebei’s agricultural science and technology innovation ability was low, ranking the 14th in China, which was restricted by the weak foundation of science and technology innovation, the shortage of manpower and funds, the weak investment in science and technology and the relatively inferior innovation environment.
