Abstract: Due to the physical obstacles, the disabled has low cultural quality and is badly in need of rich library resource and good accessibility service. Public Library as a social non-profit cultural institutions, should establish a sound service system in service facilities, service means, innovation on service breadth and depth, to attract the disabled to step into library, use library and enjoy the equal public cultural rights, thus highlighting the concept of equal service.
