[Purpose/Significance] This paper aims to discuss how to build China into a country that is strong on intellectual property rights (IPR), mainly from the aspects of building IPR information platforms, improving the measures in colleges and universities, for cultivating interdisciplinary IPR professionals completing overseas IPR protection policies, enhancing the governance capacity of IPR chain, focusing on high-quality creation of IPRs, and linking IPR public services and market services. [Method/Process] We interviewed a number of experts in the IPR field and invited them to make suggestions for building a country strong on IPRs. The interview topics mainly focus on the key points to build China into a strong country through intellectual property, such as IPR informatization, cultivating IPR professionals, legal guarantee for IPRs, data empowerment to IPRs, and IPRs' strategy and services. [Results/Conclusions] The construction of a strong country on IPRs requires multi-stakeholders' contribution. Firstly, stakeholders are supposed to build a one-stop IPR service platform, so as to improve their service capacity. Secondly, it is important to concentrate on the social needs and cultivate interdisciplinary IPR professionals to meet the needs. Thirdly, it is necessary to pay attention to the overseas IPR business and disputes, so the enterprises are able to improve their IPR layout and risk response capabilities. Fourthly, it is vital to improve the IPR governance ability guided by data empowering the high-quality development of IPRs. Fifthly, suggestions are put forward for implementing the strategy of high-quality development of IPRs in national policies, and leading innovative subjects to enhance IPR ability with strategic thinking of sustainable development. Last but not least, our country should vigorously promote the establishment of various IPR public service institutions at all levels to improve the coverage of IPR services.

[Purpose/Significance] With the continuous improvement of farmers' information needs and awareness, the pertinence, timeliness and effectiveness of rural information in China have received great attention. To study the problems and influencing factors of rural information dissemination under different topics is helpful for accurate dissemination of various sources of information in rural areas, providing the theoretical basis for optimizing rural information dissemination. [Method/Process] Based on the perspective of Lasswell communication model, the bibliometrics method was adopted to classify topics through keyword clustering, and then in-depth analysis of relevant literature of different topics was carried out. [Results/Conclusions] Four themes were identified: health, agricultural science and technology, policy and culture. It is found that scholars' theories and methods have different emphases under different themes. The research theory mainly adopts hierarchy of needs theory, and uses satisfaction theory. The research objects were focused more on women, children, the elderly and other vulnerable groups, as well as western rural areas, ethnic minorities and other regions; both qualitative and quantitative methods were used. The characteristics and problems of each influencing factor of rural information dissemination are also different. In the process of communication, it is urgent to solve the problem of not playing the role of the government and losing the subject status of the receivers. Moreover, the disseminator, the content, the media and the receivers all affect the rural information dissemination. According to the problems and influencing factors of rural information dissemination, the government and organizations are suggested to put forward countermeasures in accordance with local conditions to guarantee the accuracy and sustainability of rural information dissemination. The limitation of this paper lies in only four typical subject research directions this paper reported, while there may be more subject directions in reality, such as education, medical treatment, and pollution. Future research can be carried out from two aspects of strengthening communication theory and methods and improving the technology level in rural areas.

[Purpose/Significance] As an important research field of scientometrics, spatial scientometrics has been specifically proposed by scholars to discuss the spatial aspects of scientific research activities. At present, scholars at home and abroad have carried out quantitative research of spatial scientometrics, covering almost all aspects of scientometrics; however, there is little systematic review of the concept and research progress of spatial scientometrics. This article systematically reviews, analyzes, and summarizes the related research work of spatial scientometrics, with an aim to provide a reference for scholars to carry out spatial scientometrics research. [Method/Process] Based on the introduction of the concept of scientometrics and spatial scientometrics, this paper uses the literature research method to expound from three aspects including research theme, research method and visualization practice. [Results/Conclusions] The research finds that the current spatial scientometrics research is mainly based on the geographical location attributes of scientific information, and comprehensively uses bibliometric methods, network analysis methods, model construction and statistical methods, and multi-indicators construction methods to examine scientific collaboration, scientific research output and knowledge flow. This research also reveals the remaining problems and challenges in spatial scientometrics. First, in terms of the theoretical research system, spatial scientometrics essentially serves a specific field of scientometrics research, drawing on technical methods from the fields of computer science, network science, and economic geography, and has not formed a relatively independent theoretical system. Second, in terms of method applicability and utility research, its method selection is also arbitrary. Regarding the same research problems, researchers usually choose their own and familiar methods and tools based on experience. Thus, it is difficult to accurately evaluate the scientificity and validity of their analysis results, and even different research methods and tools reveal opposed so-called "characteristics and laws". Third, in terms of data analysis sources, the existing research is mostly around the data collected from Web of Science and Scopus databases. However, for a comprehensive and objective analysis of the spatial structure of scientific activities, other forms of data should be considered such as reports, the fund-funded projects and policy documents. Last, for data acquisition, when using the literature database to conduct quantitative research, since many well-known institutions and companies are not centrally distributed organizations, it is difficult to guarantee the author's real address. Due to the different scope and definition criteria of cities in different countries, an analysis of city-level data would affect the accuracy of the analysis results.

[Purpose/Significance] At present, there is relatively little research on the open science (OS) policy at the level of scientific research institutions in China, while some preliminary explorations have been made abroad. The text analysis of OS policies of representative scientific research institutions and lessons drawn from their policy making experience can provide a good reference for the formulation of OS policies by Chinese scientific research institutions. It gives play to the main role of scientific research institutions in the OS process, and promotes the practice of OS from bottom to top. [Method/Process] Based on the perspective of policy tools, this paper uses the content analysis method to conduct quantitative analysis on 12 OS policy texts published by international scientific research institutions. It establishes an X-Y two-dimensional analysis framework for OS policy of scientific research institutions. The content analysis categories are as follows: policy instrument dimension (X dimension) - authority, incentive, symbol and exhortation, capacity building, and system change; OS content factor dimension (Y dimension) - open content, open process, open infrastructure, and open cooperation. This paper carries out research through the X-Y two-dimensional analysis framework, aiming to reveal the use of policy tool preferences and policy content focus on the tendency, refining the key factors of research institutions' OS policy, putting forward the policy tool optimization strategy and providing insights into Chinese scientific research institutions in formulating OS policies. [Results/Conclusions] From the dimension of policy tools, capacity building tools are more used, followed by authority tools, and other policy tools are less used. From the dimension of OS content elements, the eight themes of open data, open access, OS education and training, open cooperation, open evaluation, open infrastructure, open incentive and citizen science are the main concerns in the OS policies issued by international research institutions. The use of OS policy tools in scientific research institutions should coordinate with each other, optimize the combination of policy tools; try to solve the actual problems, strengthen the internal balance of policy tools; adjust measures to local conditions and make full use of differences in policy tools. In formulating OS policies, scientific research institutions should further integrate themselves into the international OS tide, understand the development trend, and ensure the forward-looking of policies; adjust and optimize the organizational structure, clarify the division of responsibilities, and promote open scientific practice in an overall way; the core elements and key issues of OS policies should be grasped when formulating policies; and in the process of policy formulation and implementation, they should ensure the investment of funds, as well as timely dynamic adjustment.
Influencing Factors of Elderly Users' Health Information Adoption Behavior Based on Social Platforms: Taking WeChat as an Example | Open Access

[Purpose/Significance] Based on the social background of population aging, studies on health literacy and health information behavior of the elderly have become an important issue as China enters an aging society and information society. This paper aims to explore the influencing factors of health information adoption behavior of elderly users on social platforms, so as to provide reference for social platform managers to screen health information and optimize health information service for the elderly. [Method/Process] This study followed an inductive qualitative approach. The case study methodology was adopted. To be specific, the WeChat platform was selected as one of the typical social platforms, and a semi-structured interview with 27 WeChat users was used for data collection. After collecting the qualitative interview data, the thematic analysis was carried out, which contains six steps, namely (1) becoming familiar with the data, (2) coding the data, (3) connecting codes and identifying themes, (4) reviewing themes, (5) developing concept maps, and (6) writing a report. Following the steps, all identified codes were distributed into 11 sub-themes and regrouped into 4 main themes. [Results/Conclusions] The results showed that factors of individual, informational, technical, and environmental are the key factors that affect the health information adoption behavior of elderly users when they are using WeChat platforms. Moreover, the influencing factor model of elderly users' health information adoption based on social platform was developed and the mechanism between various factors and adoption behavior is deeply discussed. Further analysis of the interview data indicated that living environment and technical support are external factors while information quality and individual characteristics are internal factors. In addition, in order to promote the development of social platforms and improve their health information service capabilities, this paper puts forward relevant suggestions from the two dimensions of social platform developers and users perspective. In particular, the social platform development team should fully identify elderly needs and habits of using the health information and the health information they need, which is helpful to providing elderly with comprehensive and targeted information services. The elderly needs to improve their health literacy and their ability to deal with health information, so as to adapt to the Internet era. Finally, due to the limited interviewee number, this paper only takes 27 elderly users and WeChat as an example. In the future work, more social platforms can be explored and horizontal comparative studies can be carried out.
An Investigation on University Libraries' Service in Promoting the Implementation of FAIR Data Management Principles | Open Access

[Purpose/Significance] The FAIR principles, as a guideline for research data management, has been widely recognized and actively applied in the field of scientific research since it was proposed. However, at present, the FAIR principles are mainly implemented by scientific data management institutions, academic groups of different disciplines, and international cooperation projects. As enablers of open science, libraries are obligated to leverage their extensive expertise and long-standing digital resource management strengths to advance the implementation of FAIR principles in scientific data management. [Method/Process]According to The Times Higher Education World University Rankings 2020, the top 100 university library websites were surveyed to find how the FAIR principle service has been implemented by 29 university libraries. The service content is divided into three categories: publicity and introduction of FAIR principles, education and training of FAIR principles, and support and promotion of the implementation of FAIR principles. The deficiencies in the implementation of the principles are found, and the effective ways for libraries to participate in the implementation of FAIR principles are summarized. [Results/Conclusions] FAIR principles have gradually begun to be valued and applied in domestic and foreign university libraries, and the university libraries in European and American countries are relatively more active in implementing FAIR principles. Most of the FAIR principle services implemented by domestic and foreign university libraries still remain in the introduction, encouragement, advocacy and training of FAIR principles, there is a lack of FAIR principles-oriented software, tools and data sharing platforms, and external cooperation needs to be strengthened. On the basis of the survey results and drawing on the advanced experience at home and abroad, the Chinese libraries are suggested to become the advocate of FAIR principles, the supporter of FAIR practice and the builder of the ecosystem, strengthen publicity and promotion, actively develop FAIR technology and services, promote multi-party cooperation, and create a good ecosystem, give full play to the scientific value and social value of scientific research data, and promote the transformation of libraries and the high-quality development of library undertakings. This study only investigated the official website of university libraries and related literature, and thus the conclusion is limited to selected cases that the practice content of university libraries to promote the FAIR principle is not comprehensive. Follow-up research will carry out a wider survey and in-depth analysis, and focus on the FAIR assessment of research data, FAIRification steps and case analysis of FAIR principle application.

[Purpose/Significance] Mining college student data and constructing studnet profiles is conducive to in-depth understanding of students' needs, improving management level, and promoting intelligent service. [Method/Process] Based on the multi-source data mainly generated by the management and service process of colleges and universities, student profiles were developed by focusing on consumption, academic and social indicators, analyzing the characteristics of students, using the Scikit-Learn tool of Python, and applying the K-means clustering algorithms. Empirical research was carried out and representativeness of student portraits from individual and group perspectives was studied. [Results/Conclusions] First, this paper attempts to utilize a new data fusion perspective, by fusing explicit data with implicit data, and generating three-dimensional indicators of consumption behavior, academic behavior, and social behavior. Secondly, in order to solve the problem of single application scenario in previous research, the method of user profile construction is used to realize the fusion of multiple scenarios. Finally, based on the real student data, this study uses K-means clustering algorithm to select groups of students with different characteristics on the basis of previous research. The data of college students is analyzed, and further empirical research is carried out to describe the "consumption-academic-social" profiles of college students. Constructing student profiles from the perspective of multi-source data fusion can effectively provide a basis for decision-making by different units in colleges and universities, such as academic affairs,. Especially in the post-epidemic era, the profiles of college students can detect potential risks in time. The study found that at the individual level, by interpreting the label information of students' portraits, it is possible to understand the 3 aspects of students' consumption, academics and social interaction, and realize dynamic monitoring of individual students. At the group level, through cluster analysis, students with different characteristics can be selected, especially in terms of consumption behavior, and the characteristics of students' activity and stability can be deeply analyzed, which can not only provide a basis for the macro-level observation of students, but also provide new ideas for exploring the correlation between different behavioral elements of students. At the application level, the integration of multi-scenario student profiles can simultaneously realize abnormal identification and early warning, group attention and guidance, and resource planning and adjustment, which greatly broadens the application scenarios of research and improves the energy efficiency of education and teaching management in colleges and universities. However, due to the limitations of data and algorithms, the accuracy and ease of use of student portraits still need to be improved. There are both constraints from practical conditions and insufficient research methods. In future research, more extensive research should be used to improve college student profile construction system, and constantly develop more suitable techniques.

[Purpose/Significance] In order to meet the scientific and technological information needs of different subjects and improve the quality of scientific and technological novelty search, the challenges to the targeted scientific and technological novelty search are analyzed and corresponding countermeasures are put forward. [Method/Process] We introduce the connotation of targeted scientific and technological novelty search, sort out the methods of the novelty search, and analyze the challenges and put forward countermeasures. [Results/Conclusions] The challenges to the targeted scientific and technological novelty search include the precise search for the in-depth novelty content, the wide intersection of subject knowledge, the novelty search process focused on value and data, prevention of omission of literature retrieval in other languages, and consideration on both quality and efficiency. The targeted scientific and technological novelty search needs to build targeted literature resources, develop team cooperation services, strengthen the job competence of novelty searchers, and formulate guidelines and evaluation standards.

[Purpose/Significance] At present, with the rapid development of China's Internet, modern information technology with the Internet technology as the core has been widely used in all walks of life and different fields. An Internet model has come into being. It has changed the way people live, study and work, and university evaluation is faced with changes under the Internet environment. Taking environmental changes as the starting point for the examination of efficient ways of evaluation and reform, we aim to deeply explore the evaluation reform of universities in the Internet environment and the realization path. [Method/Process] Through literature review, case study and investigation, an in-depth analysis of three major functions of colleges and universities in the Internet environment are performed, the reform of talent training, scientific research and social services, and talent cultivation mainly explored from educational resources, distance education and personalized talent training. Scientific research is mainly conducted from three aspects: scientific research resources, online scientific research mutual assistance and online scientific research interaction. Social services are mainly analyzed from the sharing of expert resources, network remote services and network think tank services, and then the changes in university evaluation data, evaluation indicators and evaluation results in the Internet environment are explored, including data source changes, data acquisition methods and data processing changes. Changes in evaluation indicators include new characteristics of evaluation indicators. The reform of evaluation results includes the personalization of evaluation results, the real-time nature of evaluation results, the diversification of evaluation results and the networking of evaluation results, and the research and discussion of evaluation reform and realization path of universities in the Internet environment. [Results/Conclusions]The research results indicate to carry out changes in university evaluation, determine the realization path of elements at all levels, and construct a university evaluation model, build a university evaluation platform, and strengthen the cultivation of university evaluation specialists in the Internet environment, of which the university evaluation model explores the aspects of evaluation subject, subject elements and their relationships, and the university evaluation platform includes the evaluation data perception layer, the evaluation data resource layer and the evaluation data sharing layer. The study provides a reference for promoting the research and practice of university evaluation in the Internet environment and building a new university evaluation ecology.
