Theoretical Framework Construction of Flexible Science and Technology Think Tank Smart Service Ecosystem

Abstract:

[Purpose/Significance] To adapt to the increasingly sophisticated development of information technology and the increasing demand for services of science and technology think tanks, the theoretical framework of a flexible science and technology think tank service ecosystem has been constructed, which is helpful to sort out the internal logic and value interaction mechanism of the development of science and technology think tanks and provide practical reference for the actual construction of intelligent service platform of flexible science and technology think tanks in China. [Method/Process] From the perspective of ecosystem theory, this study systematically sorted out the internal components, external environmental factors and service value creation modes of smart service of flexible science and technology think tanks, constructed the theoretical framework of smart service ecosystem of flexible science and technology think tanks, systematically analyzed the internal components, external environmental factors and service value creation modes of flexible science and technology think tank, and revealed the causal interaction mechanism among the elements. [Results/Conclusions] The main theoretical contributions of this study are as follows: 1) The connotation of "flexibility" in the context of science and technology think tanks is clarified. 2) This study put forward the innovative theoretical viewpoint that "demand is the consumption of service capacity". 3) An analytical framework integrating the TOE framework and the service ecosystem theory has been constructed. Taking the service ecosystem theory as an overall perspective and the TOE framework as a classification tool to identify the elements of value co-creation, the hierarchical relationship among multiple theories was clarified, which provides a referential analytical framework for the study of platform-based service ecosystem.This study proposed that the demands of stakeholders of flexible science and technology think tanks constitute the consumption of platform service capacity, which breaks away from the traditional paradigm of "demand-driven growth". Notably, the intelligent transformation services provided by the flexible smart service platform for science and technology think tanks involve the regeneration of the service capacity of knowledge-based organizations. The study put forward three-stage development strategies: 1) At the initial stage of system construction, we should implement an ecology-prioritized development plan to facilitate the platform's leap from scratch to maturity. 2) At the growth stage, we should establish a hierarchical demand admission mechanism to prevent system collapse caused by demand overload, and strictly control the scale of demands within the scope of the platform's smart service capacity. 3) At the mature stage of steady development, we should focus on constructing a sustainable development paradigm for smart services, and shift the core focus of development to the regeneration of smart service capacity.
