Abstract: Coordinated development of Beijing-Tianjin-Hebei is a major national development strategy. Beijing-Tianjin-Hebei colleges and universities should adapt to the new situation to enhance educational resource support capabilities. Based on cross-boundary governance theory, from the mode selection, organizational structure and institutional norms of higher education resource cooperation in Beijing-Tianjin-Hebei, this paper elaborated on the innovation research of higher education resource in Beijing-Tianjin-Hebei, so as to optimize the allocation of resource among regions, play a variety of collaborative benefits and improve the quality of public education service.
