Abstract: On the management and leadership system of regional academic libraries union, many views and based on administration and authority of the system. On my view, there is a critical misunderstanding on the system. The administration of management and leadership system of regional academic libraries union contrary to the general direction of structural reforms in universities, hinder the development of unique and individuation of university library. The core issues in construction of regional academic libraries union is about the construction of resource sharing mechanism and contract construction under the law amoung university libraries. Regional academic libraries union should keep the loose alliance between different libraries, and prevent from administration or organization.
