Abstract: Efficiency evaluation is a method of measurement and evaluation for the mechanism of scientific management and development, has been of concern in the field of library. From the angle of university libraries to serve the teaching and scientific research, and taking the library of Shihezi University as the research object, using Delphi method, the input index and output index, combined with the method of factor analysis, using data envelopment analysis (DEA)method, to establish the evaluation system model. Evaluation of university library input and output efficiency, and then draw the University Library investment scale and resources use efficiency of different, analyze the causes, and finally come to the conclusion.
