Abstract: The paper analyzed the problems of librarian quality, fund guarantee, management system, resource Construction in the library Co-constructed by university and local government, proposed that high quality human resource, sufficient funds, effective management system and abundance of information resources were the important guarantee of circulation service in the Library Co-constructed, put forward concrete measures to improve guarantee mechanism.
