Based on the bibliometrics study on MOOC and the fund source of MOOC platform, this paper presented to establish a provincial comprehensive management and application MOOC platform used for public education through the mode of public construction and commercial operation. The online public education platform adopted the sub-center mode to deploy hardware equipment, and designed software functions based on users’ roles, managed and analyzed the data resource according to universal standard. At the same time, it also proposed plans in security assurance management of the data backup including multiple sets, different places and varies media.
