Small and medium-sized enterprises are the important part of the innovation development in China. The limit in technological information,funds and researcher determines that collaborating with other subjects should be implemented to promote its development. The university libraries could make up for the insufficient innovation in Small and medium-sized enterprises with its advantages. The regional characteristics and knowledge property determine that collaboration innovation could be carried out in university libraries to implement service and upgrade the competitiveness of small and medium-sized enterprises which is a behavior of a win-win situation. Based on the influence factors of university library to the enterprise innovation and the advantages in the collaborative innovation,the embedded service in enterprises is put forward as well as the countermeasures and suggestions.
