    Information Resource Management Researchers' Thinking about the Opportunities and Challenges of AIGC

    With the explosive popularity of ChatGPT and the development of AI generated content (AIGC), the new generation of artificial intelligence (AI) technology has triggered people's imagination and discussion about the production mode of digital content and the industry transformation. At the same time, it also prompted more scholars' thinking beyond embracing the technological changes in the field information resource management. Based on this, we invited 6 experts to carry out related discussions from the perspective of the disciplinary construction and development of information resource management. (1) AIGC and the field of library and information service: The essence of the rapid development of AI technology lies in the improvement of people's ability in knowledge acquisition brought by the continuous enrichment of data resources and the improvement of quality. The professionals in the field of library and information service should fully understand their value and their role, give full play to the advantages of data resources in libraries, effectively utilize their expertise in knowledge organization and management, actively promote research and development of AI technology, and contribute their wisdom and solutions. (2) The disruptive change brought about by AIGC: The emergence of ChatGPT has brought subversive challenges to the library and information service field. The professionals in this field should actively promote the transformation of the AI era, seize the opportunity, and explore new growth points around knowledge production, resource discovery, knowledge relevance and scientific research ethics. In addition, they should give play to the advantages of our country's political system and intensive development policies, promote the transformation of information services to knowledge content generation service, and raise the knowledge productivity of the whole society. (3) AIGC and cultural heritage resources: ChatGPT has ushered in an era of model-driven content production and carry out innovation in the mode of intelligent service of cultural heritage resources supported by AIGC. In addition, this paper also analyzes the copyright ownership, real-time, interpretability, verifiability, trustworthiness, algorithm bias and cognitive misdirection of large-scale AIGCs. In the future, universal value rationality such as public order and good customs should be endowed with the AIGC, and the paradigm change in the field of cultural heritage should be actively welcomed and promoted. (4) AIGC and researches on intelligent information processing of ancient books: While ChatGPT plays a positive role in promoting intelligent information processing of ancient books and promoting cultural transmission and civilization inheritance, it also brings challenges in cultural value and national security, content security and information governance, information literacy and humanistic education. It is necessary to make efforts in the aspects like providing higher quality and larger scale of precise processing of ancient books in the future, so as to build a scientific, comprehensive and systematic system of information security and digital ethics. (5) AIGC and intelligent tool revolution: This paper analyzes the three elements of big data, giant model and huge computing power in the development of AIGC technology, as well as the four development directions of large and complete data volume, fine granularity of data analysis, multi-source and multi-mode semantic integration of semantic association, human-computer integration of information services and intelligent interaction. It is pointed out that AIGC will bring about the paradigm change of content production in three aspects: production innovation, automatic generation and ecological cultivation. At the same time, it will also bring challenges in technology monopoly and hegemony, network information security technology integration and other aspects. (6) AIGC and library: Based on the analysis of the core technology innovation trend in the ChatGPT model expansion, data enhancement and model fusion, this paper demonstrates the necessity and crisis of using ChatGPT in libraries. In addition, from five aspects of intelligent management system, retrieval system, recommendation system, question answering system and search engine, this paper puts forward some suggestions on the use of GPT in library service integration and innovation promotion.

    Insights and Reflections of the Impact of ChatGPT on Intelligent Knowledge Services in Libraries

    [Purpose/Significance] This study is focused on the current popular "chatbot" ChatGPT to deepen users' overall cognition of ChatGPT, and provide reference and inspiration for the development of intelligent knowledge services in libraries by combining the power of new artificial intelligence (AI) technologies.[Method/Process] The article comprehensively analyzes ChatGPT, including its development history, technical features, common application scenarios, and integrated application program paths. In addition, it compares ChatGPT with similar AI technologies developed domestically and internationally (such as Google's Brad and Meta's BlenderBot 3), intuitively reflecting that new AI technologies such as pre-training models and cognitive intelligence have become the research and development focus of major technology institutions. The article also analyzes the technical limitations and existing security risks of ChatGPT, pointing out the optimization direction for secondary development and indicating its potential hazards for other researchers. Furthermore, the potential impact of ChatGPT on the Chinese libraries and information institutions are explored. By studying the application of ChatGPT in libraries and information service institutions, this article attempts to provide an in-depth understanding of how to use this technology to improve information retrieval, knowledge management, and user engagement. Finally, a comprehensive overview of ChatGPT and its potential impact on the Chinese information environment is provided. [Results/Conclusions] The integration of new technologies such as big data and AI has great potential for China's library and information service institutions to provide better and more intelligent knowledge services. With the development of modern technologies, libraries and information service institutions have been faced with new challenges and opportunities at the same time. The challenges come from the overwhelming amount of information, the diversification of information resources, and the increasing demands of users for personalized services. The opportunities arise from the availability of advanced technologies such as big data and AI that can help libraries and information service institutions to address these challenges. By fully integrating big data and AI into libraries and information service institutions, these institutions can leverage the power of these advanced technologies to provide more intelligent knowledge services. High-quality scientific and technological resources and knowledge organization systems can play a vital role in ensuring that these institutions are equipped with the necessary infrastructure and expertise to successfully implement these technologies. In conclusion, the integration of big data and AI represents a significant opportunity for China's libraries and information service institutions to provide better and more intelligent knowledge services. By relying on high-quality scientific and technological resources and knowledge organization systems, these institutions can comprehensively improve their level of intelligent knowledge services, and better meet the needs and demands of their users in the digital age.

    Problems and Solutions of Distributed Big Data Asset Right Management

    [Purpose/Significance] Digital technology has become an important driving force in the utilization of data production elements. To make full use of data resources, the underlying accompanying problem is rights management. In practice, the ownership and the right to use of data resource are separated in the circulation process. It has become an urgent problem to conduct data resource management activities based on reasonable and legal protection of users' rights. [Method/Process] Based on the general framework of "practical basis - abstract analysis - general concrete understanding", this paper firstly identified four practice statuses of distributed big data assets as followings: 1) the application of new technology leading to facilitating platforms; 2) attention needed to paid to intellectual properties of multiple users' groups; 3) users' needs to be satisfied on various contexts. For example, conducting resource procurement, collection, data processing and layout of resource allocation systems based on cloud service platforms; 4) maintainance and management of high quality data sets, including self-built and imported resources, the negotiation of ownership and use rights, and emphasis on the rights strategies. Next, this study conducted abstract analysis on the generalized idea of basic dimensions of data rights management from four aspects, namely, technical resource regulation, reasonable use boundary, complexity of rights, and analysis of use rights. [Results/Conclusions] Based on the abstract analysis, this paper put forward and explained four successive solutions at data resource management institute level, as described below. 1) the principle and terms of data policy, which include but not limited to general statement, policies of content use, policy statement on metadata, social media policies, and terms of service; 2) the typical contexts and content planning of rights potofolio. This paper took the resource procurement business of academic libraries as an example to illustrate and summarize the four content planning items on rights portfolio: strategic plan, operational policies, data policies, end-user policies; and 3) the allocation management of data assets, which lays the key part of data asset management. In this paper, we consider that data asset management refer to description and management of the constituent terms of data assets and the relationship between terms. The cost structure of data asset management contains tangible cost (such as consulting, software and hardware purchase fee, and digital resources purchase fee) and intangible cost (such as indirect human resource costs, risks, social credit, and loss compensation); and 4) finally, the establishment standard, working process, associated contrasts and regulations, and the evaluation measurements of data asset management businesses at the institute level. Such solutions are proposed to provide some inspirations to data resource management institutes(such as libraries) under the distributed big data circumstance.

    Construction and Application of the Evaluation Indicator System of Government Data Openness Maturity in China

    [Purpose/Significance] At present, governments at different levels in China are faced with some problems and challenges in opening up government data such as lagging policy legislation, data unable to meet public demand, insufficient platform service function and integration, imperfect data openness innovation mechanism, and a lack of unified management institutions. The purpose of this paper aims at construction of a stage maturity model to build an evaluation indicator system to measure government data openness maturity, It is important for the local government to understand which level of development their open data is at and which areas need to be improved, in order to comprehensively understand and grasp the actual level of local government data openness in China, which is important for strengthening the construction of sunshine government and e-government, optimizing the process of government data openness, and promoting the innovative development of government data openness. [Method/Process] Based on the idea of the software capability maturity model Capability Maturity Model (CMM), the Chinese government data openness maturity model was constructed, and then a data openness evaluation indicator system was also established on the basis of the maturity model. The government data openness maturity model includes strategic level, data level, technical level, organizational level and application level, and the levels are divided into five categories: initial level, document level, development level, open level and optimization level. The evaluation indicator system consists of 5 primary indicators, 11 secondary indicators and 35 tertiary indicators. The combination weights of the indicators were calculated by using the AHP-entropy weight method. Then, we designed the scoring rules, set the scoring criteria, and scored the four municipalities directly under the central government of China according to the actual situation. [Results/Conclusions] According to the ratings of the four municipalities, Shanghai has a good overall performance, followed by Beijing, Tianjin, and Chongqing. The municipalities directly under the central government are better in terms of related policies launched, but they are lacking in terms of platform function construction, the degree of perfection of local policies and regulations, and the interaction ability with users, which need to be further strengthened. The open government data evaluation indicator system proposed in this paper needs continuous improvement in terms of indicator selection and scoring criteria. In some aspects, the effect of using one indicator alone may not be satisfactory, and the follow-up study involving more elements will summarize more experiences and collect more experts' opinions in the field of government data openness to further improve the government data openness maturity evaluation indicator system.

    Impacts of Heuristic-Systematic Clues on Health Information Adoption of Mobile Short Video Apps: Based on SEM and fsQCA

    [Purpose/Significance] Mobile short video apps like Tiktok have become one of the most frequently used tools to obtain/exchange health information in post-epidemic era. This study analyzed the complex relationships between the antecedents and users' health information adoption in mobile short video apps in terms of necessary and sufficient conditions, in order to optimize users' experience with health information adoption systematically, which in turn generates users' sustainability. [Method/Process] Based on both the information adoption model (IAM) and the heuristic-systematic model (HSM), this study constructed a health information adoption model of mobile short videos, in which five predictor variables (content quality, expression quality, information source credibility, app's reputation, perceived information usefulness) and an outcome variable (health information adoption) were included. The construct validity, reliability and symmetrical relationships between the five predictor variables and an outcome condition were examined using structural equation model (SEM) method. Fuzzy-set qualitative comparative analysis (fsQCA) was used to examine and reveal the configuration models. [Results/Conclusions] The results from PLS-SEM method and fsQCA validated the IAM and HSM in the context of mobile short video apps. Specifically, the results from PLS-SEM show that systematic and heuristic clues jointly affect users' adoption of health information. Content quality, app's reputation and information resource credibility significantly impact perceived information usefulness, and further affect the health information adoption. Expression quality has a significant effect on content quality, but no obvious effects on perceived information usefulness and health information adoption. The results of fsQCA reveal three configurations to affect users' health information adoption (i.e., content quality * expression quality * perceived information usefulness * information resource credibility), and another three configurations to affect users' non-adoption i.e., ~content quality * ~perceived information usefulness * ~information resource credibility), in which the latter configurations are asymmetric with the former. The configurations where systematic clues are predominant (S1a and S1b) are more sufficient for promoting users' health information adoption. N1(~ content quality * ~ perceived information usefulness * ~ information resource credibility). This shows the most sufficient configuration path in non-adoption. This study is aimed at exploring users' adoption and non-adoption decision-making process in a growing context of mobile short video apps like Tiktok, in order to contribute to helpful advice for the better management of these apps, which will eventually optimize users' experience with health information behavior. Users always engaged in many kinds of information activities such as information sharing, retweeting, adoption, and some relationships between these activities may exists. Due to the limited length, we did not consider users' other information behavior i.e., retweeting) and the relationship between them in this context, which could possibly be further research directions.

    Selection of Papers on the Origins of COVID-19 and Entity Annotation Based on Full Texts

    [Purpose/Significance] Since the outbreak of COVID-19, there has been a rapid increase in the number of studies related to COVID-19 at home and abroad. Review of relevant literature on COVID-19 provides data resources for related research on the emergence and transmission mechanism of SARS-CoV-2. However, the current COVID-19 related dataset is a collection of the literature, without classifying the data for each subfield, and the coarse-grained information such as the title and author fails to provide an in-depth understanding of the progress of COVID-19 research. Therefore, this paper created a dataset for the COVID-19 sub-domain and a fine-grained entity dataset. [Method/Process] Firstly, this paper proposed a literature screening method based on active learning model, which can obtain more valuable marker samples with less labor cost, so that the classifier has better generalization performance. We considered three base classifiers: Support Vector Machine (SVM), Logistic Regression (LR), and Random Forest (RF), while considering four query strategies: uncertainty sampling, expected error reduction, committee-based query, and random sampling. Taking the origin of SARS-CoV-2, one of the sub-fields related to SARS-CoV-2, as an example, articles related to the origin of SARS-CoV-2 were efficiently and accurately located from the literature. At the same time, this paper designed a labeling scheme covering 18 types of entities, including not only genes, proteins, compounds and other entities that are universal in the biological field, but also corona viruses and wild animals that are unique to the field of SARS-CoV-2. In this paper, visual annotation tool BRAT was used for entity annotation. The tagging team consisted of an administrator and six annotators, and the entity tagging consisted of two rounds. What's more, multi-k consistency index was used to calculate the consistency score of annotation results. [Results/Conclusions] The results of the active learning model show that the uncertain sampling query strategy has the best performance. SVM, LR and RF based on uncertain sampling can correctly screen 425, 465 and 489 articles, respectively. After the removal of overlapping articles, a dataset related to the origin of SARS-CoV-2 was constructed, containing a total of 885 articles. Secondly, based on the proposed entity labeling scheme, 6 annotators completed 99 papers. Based on the results of fine marking, this paper constructed an entity dataset containing 39,118 entities, which is the largest and most comprehensive entity corpus in the field of COVID-19.

    Health Information Needs and Service of the Elderly Under Major Public Health Emergencies

    [Purpose/Significance] In recent years, there has been a lot of research on the demand for health information, but the research on health information services for the elderly is slightly insufficient. In early 2022, China officially entered the aging society. In addition, people's attention to major public health emergencies brought about by the COVID-19 epidemic triggered the author's thinking about the demand for health information for the elderly under such circumstances. This paper aims to explore the health information needs of the elderly under major public health emergencies, enrich the theoretical content of health information needs and services for the elderly, and provide reference for health information services for the elderly. [Method/Process] In-depth interview was used to collect data from 30 elderly people. Thematic analysis was used to analyze the interview text, code the interview text, and summarize sub-themes. [Results/Conclusions] The results show that the health information needs of the elderly under major public health emergencies can be divided into four categories: disease prevention, disease diagnosis and treatment, health care, mental health and social life. In order to meet their health information needs, this paper proposes information service strategies from the perspective of the government, community and media: 1) the government ensures that information channels are unblocked, and makes full use of scientific and technological means to transmit information. In the Internet era, considering that most elderly people are also active on the We Media and social media platforms, government departments are suggested to make full use of scientific and technological means to update the latest news to the public in a timely manner, such as using emerging social media, We Media (such as Weibo, WeChat official account, Tiktok, etc.) to cooperate with official news agencies, and build smooth information transmission channels with the help of scientific and technological platforms, and expand the scope of information dissemination; 2) to enrich grassroots information dissemination channels by taking community as a unit, in addition to regularly issuing relevant notices and information in the community, we can also carry out targeted publicity lectures, free health clinics and other activities under the professional guidance of relevant institutions to help the elderly obtain health information; 3) to standardize the release of media information and improve the social responsibility of the media industry. This study mainly focuses on the elderly who can take care of themselves. The research object comes from the same community. In the future, more attention may be paid to the semi-disabled and completely disabled elderly, and diversified groups in different environments and regions will be considered.

    The Policy Direction, Practice Development and Research Focus of Digital Marketing Activities

    [Purpose/Significance] The development of the Internet and digital economy has brought new opportunities for the development of digital marketing. At the same time, digital marketing is the implementer and forerunner of digital economy. Digital marketing is an important way to promote the digital transformation of enterprises. Therefore, the research of this paper has certain significance for the development of digital economy and digital marketing as well as the digital transformation of enterprises. [Method/Process] In line with the development direction and policy of digital marketing, this paper analyzes the policy direction of digital marketing and reviews and summarizes the enlightenment of the policy. Combined with the development process of the Internet technology, it visually reviews the evolution of digital marketing practice, providing reference for digital marketing research and guidance for the practice of digital marketing. Following the path of user-preference-evaluation-promotion, the research emphases of digital marketing were analyzed and reviewed. [Results/Conclusions] In terms of policy direction, the policy enlightenment of digital marketing can be summarized as follows: (1) Digital marketing should serve the national strategy and accelerate the construction and development of digital economy. (2) Data security belongs to the national strategy, and privacy security is the basis of digital marketing. (3) Connectivity builds a new ecology and new way of digital marketing, and the whole-area marketing reshapes the brand growth. (4) It is suggested to vigorously develop digital marketing to promote the rise of domestic products. In terms of practical development, the practical development of digital marketing is divided into four stages: one-way marketing, interactive marketing, precision marketing and smart marketing. The practical development of digital marketing can be summarized as follows: (1) The application scope of digital marketing is more extensive, involving all aspects of market behavior, such as medical industry, supply chain, and agricultural products. (2) The current focus of digital marketing has changed from the original dissemination of customer acquisition to user operation, the whole process of interaction, user experience, etc. (3) Data can drive marketing. The core of digital marketing is the analysis and mining of data. The current digital marketing practice focuses more on the collection and analysis of user data and the generation of marketing strategies and behaviors driven by data. In terms of research focus, it can be divided into the research of digital community user group, digital community user preference, consumption potential evaluation and development, and digital marketing effectiveness evaluation.

    Construction of Multimodal Assessment Model of Consumption Potential in the Digital Economy Integrating Association Rule Mining Algorithm with D-ANP

    [Purpose/Significance] Consumption is an important aspect of stimulating domestic demand. In the current development stage, the spatial and geographical distribution characteristics of our country indicate that domestic demand has great potential. However, the evaluation of consumption potential in the digital economy is a complex systematic project. Current research does not fully consider the correlation between evaluation indicators, and there are some problems such as low efficiency and too much reliance on the subjective experience of experts, which affect the scientific and reasonable evaluation results of consumption potential. [Method/Process] First of all, starting from each major work link that affects the consumption potential under the background of the digital economy, the preliminary evaluation index was determined through expert consultation and literature research and screening, and the primary evaluation index set of consumption potential under the background of the digital economy wasconstructed. Based on the consumption potential assessment data of Guangxi Zhongyan Industry Co., Ltd. from January to December 2021, the correlation and association rules among the assessment indicators were analyzed by using Apriori association rule mining algorithm, to streamline the assessment indicators and build an assessment index system of consumption potential in the context of the digital economy. The index system includes 11 secondary indicators and 19 tertiary indicators, such as user value, marketing communication effect, marketing ability, user participation, user influence, and channel effectiveness. Combining the influence relationship and influence degree between the quantitative evaluation indexes of DEMATEL and ANP, the weights of the evaluation indexes were calculated by the subjective and objective combination weighting method, to construct a multi-modal evaluation model of consumption potential in the digital economy. [Results/Conclusions] Taking six real dragon cigarette product marketing activities of Guangxi China Tobacco Industry Co., Ltd. from March to September 2021 as examples, the comprehensive scores of marketing activities in March, April, May, and June are 0.53, 0.52, 0.51 and 0.48, respectively, and the overall assessment result of consumption potential is "medium" level, among which the effect of marketing activities in August and September is better than that in March and June, and the comprehensive scores are 0.57 and 0.63, which are "medium to upper" level. On the whole, the impact of market influence ability, user value and marketing communication effect on the release of consumption potential decreases in turn. The analysis results are in good agreement with the actual situation, which verifies the feasibility and applicability of the multi-modal assessment model of consumption potential. In addition, due to the limited space, this paper only takes the tobacco industry as an example. In our future work, the specific index system can be adjusted according to the actual application needs.

    Multi-modal Characteristics Analysis and Customer Service Efficiency Improvement in the Digital Community Based on User Clustering

    [Purpose/Significance] Multi-modal feature analysis and service efficiency improvement of digital community consumers will help to provide a new vision for the construction of digital intelligent online communities and provide new impetus for relevant departments to make decisions. In addition, although the current research on digital consumption includes the relevant content of user analysis, it mainly aims at the formulation of detailed operation plans, and lacks the analysis of service efficiency improvement of digital communities. On the other hand, the research on user value orientation for online service quality optimization is mostly based on profile technology, which only considers the difference characteristics of a single target user, and lacks the horizontal comparison and difference attribution research of multi-modal features among groups. Based on this, this paper, from the perspective of value discovery, achieves clustering by aggregating user profiles, analyzes the multi-modal characteristics of consumer groups in digital communities, and proposes a service efficiency improvement scheme. [Method/process] First, this paper analyzed the target consumers in the digital community and established a cluster indicator system. Then, users were grouped, and the multi-modal information profile of the target group was restored based on group characteristics and inter-group interaction characteristics. Finally, it proposed the path to improve the efficiency of digital community services. In terms of technical implementation, the data related to consumer activities were extracted from the digital community, integrated, cleaned, and distributed to the storage bucket. The clustering indicator system was built through feature mining and existing indicators, and the indicators were mapped to aims, and DBSCAN clustering was carried out on the basis of using AP to realize the image. After grouping and naming, the characteristics analysis, interaction analysis, and drift and penetration phenomenon analysis were carried out according to the characteristics of various groups. We extracted various parameters of the design of digital community consumption activities, and built a decision variable function to find the optimal behavior equilibrium conditions of the digital product supplier, consumer and digital community. Based on this, we built an efficiency improvement tree, and proposed community service efficiency improvement strategies at the initial, middle and later stages of consumption activities. [Results/Conclusions] The empirical analysis results show that the model in this paper can first generate reasonable and effective clustering results, and then realize the classification of group characteristics and the analysis of inter-group infiltration and drift. The clustering results show six types of consumer groups: focus, center, special, sleeping, loss and general groups. Most groups will have user penetration, and only general user groups will have inter-group drift. The service efficiency improvement model shows that the most valued group is the center and key group. The inadequacy of this study is that the applicability of the model to multi-source heterogeneous data needs to be tested and there is still room for improvement in clustering granularity.

    User Preference Mining in Digital Community Based on CLV Preference Mining Model

    [Purpose/Significance] Digital communities have become a way for enterprises to manage users efficiently. The existing research on digital community rarely considers the importance of user behavior information and user's customer life cycle value to the mining of user preferences in digital community. This research aims to give full play to the digital community's characteristics such as intuitive, convenient, interesting, and interactive properties so that the research results can benefit every user in their use of the digital community and every enterprise in their user management. [Method/Process] Aiming at the user groups in digital community, this paper proposes a preference mining model ClV-Preference mining (CLV-PM) based on Customer Lifetime Value (CLV). First, in order to reflect the real preferences of users, the three indicators of the RFM model are used to quantify user behavior information, and the group characteristics of users are mined through K-mean ++ algorithm to generate user value category labels. Second, in order to consider the timeliness and difference of users and enhance the model's cognition of preferences, this paper uses the entropy weight method to solve the indicator weights of each activity, obtains user CLV to construct user-project scoring matrix, and uses the collaborative filtering algorithm to predict user preferences. Finally, based on the user value category, user historical preference and user forecast preference, the user preference profile of target users in digital community is generated, and feasible suggestions are put forward for the operation and maintenance of target users according to the user preference profile. [Results/Conclusions] The user dataset of the "Wechat community" management platform can be divided into four user value categories: important value users, low value users, returned users and important retention users. Target users 16254 are important value users, and the operation strategy of "retention and maintenance" is adopted. The historical preferences are happy hop, sec-kill and other activities; the prediction preference is flying chess battle, guessing code map and other activities; the target user preference sketch provides the basis for the operation and maintenance of users in the digital community. In terms of data source, the CLV-PM model proposed in this paper directly reflects user preferences based on user behavior information and reduces the problem of score distortion. To provide a new perspective for the research of user behavior in digital community, the construction of user-project scoring matrix based on user CLV fully considers the user value of digital community and provides a new direction for the extension and application of CLV. However, due to limited research space, this paper did not conduct model evaluation research on the proposed model, which can be further discussed in subsequent studies.

    Improving the Effect of Digital Live Broadcasting Activities Based on Configuration Analysis

    [Purpose/Significance] Digital live streaming is an important way for enterprises to carry out online activities. Incorporating clear set qualitative comparative analysis into the research on improving the effectiveness of enterprise digital live streaming activities is an innovation in the application of configuration analysis methods and a new breakthrough in the field of improving activity effectiveness. By identifying elements or combinations of elements that can create greater value for enterprise digital live streaming activities, and adopting various ways to enhance these element combinations, the goal of improving the effectiveness of enterprise digital live streaming activities can be achieved, which has innovative guiding significance for enterprise development. [Method/Process] Based on the consideration of sample homogeneity, the background data of the digital live streaming activity of Guangxi Zhongyan Industry Co., Ltd. was used as the data source. Four influencing factors related to the digital live streaming activity were selected as conditional variables using literature induction and problem oriented methods, and some conditional variables were assigned values using linear discriminant dimensionality reduction. At the same time, the activity effect was used as the outcome variable, configuration analysis was conducted on digital live streaming activities in the tobacco industry through clear set qualitative comparative analysis, and combined with SOR model and the 4I theory, a configuration path for improving the effectiveness was generated. [Conclusions/Results] Research has found that a single factor does not constitute a necessary condition for improving the effectiveness of digital live streaming activities. There are two configuration paths: game assisted and topic supported, which can improve the effectiveness of digital live streaming activities. The mechanism of action can be summarized as follows: rich topic types are conducive to meeting users' curiosity psychology, topic popularity and game quantity can ensure users' participation in live streaming, and user interaction work is the basic guarantee for improving user retention. Meanwhile, these two paths can be applied to different forms of digital live streaming, and enterprises should choose according to their own needs and refine the paths in practice. In addition, although this article explores the key paths to improve the effectiveness of digital live streaming activities, due to limitations in research samples and industry fields, it has not fully revealed the various factors that affect the effectiveness of digital live streaming, and there is a certain degree of subjectivity in the criteria for assigning variables. Therefore, further revisions and improvements are needed in future research.

    " AI for Science " (AI4S) is a new scientific research paradigm that deeply integrates AI technology with scientific research to promote the discovery of new knowledge and the solution of scientific problems. As the application of AI4S in the natural sciences and humanities and social sciences advances, its development line, opportunities and challenges, needs and tasks, and ways of realization deserve further discussion. In order to advance AI4S research, promote scientific and technological (S&T) innovation and progress, and facilitate the effective strengthening of the discipline of information resources management, our journal has invited seven experts to organize this academic conversation on AI4S. 1) Supporting knowledge services for AI4S: In the current landscape of intelligent knowledge services, the requirements for supporting AI4S have increased, including the need for multi-level knowledge discovery and acquisition, cross-disciplinary research and innovation, and user-friendly participatory services. In addition, knowledge service scenarios are moving towards diversification, complexity, depth, specialization, and personalization in ubiquitous knowledge discovery, generative content services, and multi-round interactive service exploration. In response, professional science and technology information organizations need to reassess the role of knowledge services in the AI4Science environment and their significance in comprehensively supporting the S&T innovation process. This involves establishing a broad literature perspective, deepening full-text knowledge elements, balancing universal and specialized depth, autonomously developing core products, and deeply engaging with professional fields to support interdisciplinary innovation. 2) Building the knowledge base of AI4S: The essence of artificial intelligence (AI) lies in the acquisition and use of knowledge, and scientific and technological (S&T) literature is the primary carrier of human knowledge. Fully recognizing the paradigm shift in scientific research brought about by AI, the Document Information Center of the China Academy of Sciences has proposed the concept of building a S&T literature knowledge base for AI4S. It is actively exploring the scientific knowledge and high-quality data contained in the S&T literature, strives to build a domain intelligent knowledge base for AI4S, and transforms the "S&T literature database" into a "scientific knowledge engine" that supports intelligent services such as query evidence, situational awareness, inference prediction, and generation of insights required by AI4S. 3) Powering AI4S with scientific data: Effective aggregation of scientific data is the foundation for unleashing the powerful capabilities of AI4S. This is essential for libraries to adapt their roles and functions in the AI era and is a crucial prerequisite for catalyzing the transformation of scientific research services, deepening scientific research support, and accelerating S&T innovation. Currently, libraries face various macro and meso challenges in effectively aggregating valuable scientific data to provide support for AI4S. To address these challenges, the following ways can be pursued: defining the roles and functions of libraries in scientific data management; promoting a conducive environment for scientific data management; establishing a collaborative network for scientific data management; and enhancing the service capacity of scientific data management. 4) AI4S and intelligent language modeling for classical literature: AI4S technology can be used to analyze documents and texts, enabling a faster and more comprehensive understanding of a vast amount of historical documents and cultural materials. The development of intelligent language modeling for classical literature represents a significant breakthrough in the field of ancient literature research, bringing new opportunities and challenges. With the increasing popularity of multimodal and generative GPT models in the context of AI4S, the intelligent language modeling of classical literature will focus on integrating diverse information, enhancing adaptability, improving knowledge representation, and addressing a wider range of application scenarios. 5) Library Digital Scholarly Services for AI4S: The concept of using LLM-based AI4S and AIGC to drive the development of smart libraries is consistent with the vision for digital scholarly services in libraries, and presents both opportunities and challenges. Given the trends towards AI4S platformization and the characteristics of "middle-end" digital scholarly service, as well as the longstanding tradition of libraries in serving scholarly research, the reengineering path for the library's digital scholarly services platform includes three approaches: building an AI4S service platform independently, purchasing and utilizing third-party AI4S platforms, and promoting embedded knowledge services as a component of scientific intelligence. This innovative approach addresses the dilemmas of financial resources, human resources, cognitive and practical gaps, and emphasizes the importance of user needs in the AI4S environment. It also focuses on knowledge organization and service delivery to meet user needs in the AI4S landscape. 6) Historical evolution and logical structure of the scientific intelligence paradigm (AI4S): AI4S is a scientific paradigm change dominated by the full application of AI technology to various disciplines, and its logical structure includes "data+model"-driven, knowledge ecology created by machine conjecture, and application scenarios expanded by algorithmic thinking. In the era of digital civilization, AI4S-driven scientific progress and social development must carry forward the value of science and technology for the good, effectively select the theoretical arguments and proposals for extending AI4S to the field of social sciences and humanities, and improve the series of mechanisms for integrating human decision-making and machine intelligence. 7) Development opportunities and prospects of AI4S in the era of generative AI: With the advances in generative AI, pre-training algorithms and large-scale pre-trained models have provided significant opportunities for AI4S in various disciplinary domains. These technologies have shown immense potential and value for applications in diverse fields such as industrial inspection, robotics, and medicine. Additionally, it is crucial to emphasize the importance of key factors such as the constraints of technical implementation conditions for large pre-trained models, the sustainability of data/computing resources, and the transparency, fairness, and accessibility of the technology.

    [Purpose/Significance] The construction of a reading promotion standard system is the key to achieving the standardization and professional development of reading promotion. The construction of standardized reading promotion is based on reading theory, and aims to make reading promotion a standardized service with scientific theoretical guidance, constrained by the values and ethics of libraries, and with clear service purposes and target groups. From the perspective of high-quality development, the construction process of the standardized reading promotion system also reflects the development level of the "people-centered" library of the new era, which is of great significance. [Method/Process] Aiming to conduct a systematic and comprehensive investigation of the existing reading promotion standards in China and to promote the research and practice of reading promotion standards and evaluation in China, this report comprehensively collects the relevant standards in the library field issued in China before 2024, and screens out the standards related to reading promotion. By counting the drafting units, responsible agencies and types, and analyzing the content of the standards, this report reviews the construction of the reading promotion standard system in China. [Results/Conclusions] Standardized reading promotion work in China began to take shape during the "13th Five-Year Plan" period, and is now gradually gaining momentum and entering a new stage of rapid and high-quality development. The major achievements include: first, a standardized reading promotion system has been established for the first time, with an increasing number of relevant standards and the gradual introduction of specific local standards; second, public libraries have played a leading role in the standardized construction of reading promotion, demonstrating continuous professional expertise in the field; third, local standards have shown great effectiveness, fully absorbing and transforming many innovative experiences in reading promotion work; and fourth, many important and practical issues in reading promotion are reflected and addressed in the standard texts, with an increasing emphasis on demand and effectiveness orientation. Accordingly, this report puts forward a number of recommendations for the future construction of the reading promotion standard system, including: strengthening the launch of national and industry standard construction projects for reading promotion, continuously developing specialized standards for reading promotion, strengthening the integrated application of standards related to reading promotion, and promoting the participation of various disciplines in standard construction.

    [Purpose/Significance] This article attempts to establish a scientifically effective set of management standards, create a standardized workflow, and fully consider the role of the artificial intelligence generated content (AIGC) in the standardized management of reading promotion. It aims to build a management standard for reading promotion that is in line with the high-quality development of libraries in the new era, and to provide policy guidance for comprehensively improving the efficiency of reading promotion work. [Method/Process] There are a total of 10 national and industry standards that include relevant descriptions of reading promotion in the existing standards. In addition, regions such as Zhejiang and Anhui have formulated local reading promotion standards based on practical considerations. However, most of the existing standards predominantly approach reading promotion mainly from the perspective of reader services, and lack the perspective of managers. This article fills this gap by examining the role of the AIGC in the standardized management of reading promotion, extracting the essential elements of standardized management for reading promotion, and constructing a standardized management system that encompasses the entire process of reading promotion. [Results/Conclusions] The standardized management of reading promotion is a feasible and scalable system that includes three aspects: the strategic level, the implementation level, and the resource level. The tasks of the strategic level mainly include setting management goals, coordinating the establishment of various management documents, adjusting organizational structures, providing implementation guidance, and coordinating the sharing and use of various resources. The implementation level is the core link in achieving the management goals for reading promotion and systematically advancing the management work. This includes understanding, implementing, evaluating, and supervising the standardized management of reading promotion. The resource level, considered from an applied perspective, aims to provide comprehensive resource support for the implementation of reading promotion work and management, including organizational resources, literature resources, technological resources, digital resources, and financial resources needed for reading promotion work. The standardized management of reading promotion must incorporate the five basic elements of management subjects, objects, goals, methods, and culture, while fully considering the management changes brought about by the AIGC environment and new technologies. The future standardized management of reading promotion should emphasize strategic management, increase technological investment, emphasize skill enhancement, optimize process management, and strengthen support systems.

    Social Reading Behavior of Rural Residents Based on the "Motivation-Behavior" Framework Factors and Pathways of Influence

    [Purpose/Significance] With the continuous development of modern society towards information, intelligence, and networking, a new reading mode - social reading- is widely accepted by people. In order to explore the specific influence of the social reading motivation of rural residents on their behavior, and to clarify the characteristics of their social reading behavior, and then to provide guidance for the revitalization of rural reading promotion service, we have constructed a dual-link model of social reading motivation with intrinsic motivation and social motivation. [Methods/Processes] Research shows that farmers' social motivation for reading can be divided into intrinsic motivation and social motivation. Intrinsic motivation includes reading efficacy, pursuit of excellence, and emotional expression, while social motivation includes social interaction and gaining recognition. Within the framework of "motivation-behavior", we constructed a dual-link model of social reading motivation with intrinsic motivation and social motivation, and introduced potential expressiveness as a moderating variable in the pathway of interactive behaviors. Data were collected from rural residents in some areas of Heilongjiang Province by the questionnaire survey method, and 447 questionnaire samples were empirically tested by AMOS. [Results/Conclusions] The intrinsic motivation represented by reading efficacy, emotional expression, and pursuit of excellence had a positive effect on immersion experience, and the social motivation represented by social interaction and gaining recognition had a positive effect on perceived usefulness, while immersion experience and perceived usefulness positively influenced socialized reading behavior; potential schematic competence played a moderating role in the interactive influence of immersion experience and socialized reading behavior, while perceived usefulness did not play a significant role in the interaction between immersion experience and social reading behavior. Based on the results of this study, we propose recommendations for promoting social reading in terms of emotional expression, social interaction and potential schematic energy mining. To stimulate intrinsic motivation through the chain of emotional communication, emotional expression, and emotional resonance. The entity represents user characteristics obtained through the analysis of user behavior such as consumption, browsing, and querying based on user profiles, and opens up a data presentation model centered on the user, thereby enhancing the user's immersive reading experience. Social motivation can be enhanced by catering to users' habits. For example, farmers can drive social reading through interactive behaviors such as liking, sharing, and commenting.

    From Activating Books to Activating Reading: Professional Ideas and Practical Models from the Neighborhood Library Project to Strengthen Reading Promotion

    [Purpose/Significance] China's national reading work has entered a new stage of high-quality development from "launching" to "deepening". Public libraries play an important role in national reading. How to further broaden the way of reading promotion, carry out innovative forms of activity, develop towards professionalization, and improve effectiveness is an important issue for the reading promotion work of public libraries in the new era. The Neighborhood Library Project cooperates with families to build a family library, provides reading services and activities to the outside world, and creates a new paradigm for national reading promotion from activating families, activating books to activating reading. It won the first prize of the International Marketing Award of the International Federation of Library Associations and Societies in 2020. The new concepts, professional ideas and successful experiences of reading promotion can be used as a reference by public libraries. [Method/Process] Adopting the case analysis method and taking the the Neighborhood Library Project as the research object, the design concept of the project's reading promotion pathway is analyzed from the perspective of family members, family books, and family libraries. The project believes that families are an important social force for national reading promotion, family books are important resources, and family libraries are an important form. The Neighborhood Library Project explores how to activate families to absorb social and family forces to participate in cultural governance, how to activate books to build a "library + family" reading system, and how to activate reading to make reading promotion activities flourish. This paper discusses the professional support of the Neighborhood Library Project for reading promotion from the aspects of providing powerful resource service guarantee, improving the system construction, building a technical platform, and carrying out accurate marketing promotion. [Results/Conclusions] Four suggestions are proposed for reading promotion: the integration of public and private resources expands the breadth of national reading, promotes the friendly interaction between top-level design and reading practice, enables the intelligent management of reading promotion with new technology, and increases the impact of reading promotion through diversified marketing promotion activities. In the future, the effectiveness of reading promotion can be evaluated from the perspective of public libraries' resource input, neighborhood libraries' family participation and reader satisfaction.

    [Purpose/Significance] This study examines the status of kindergarten reading instruction and activities in China, analyzes existing problems, and explores measures to address these problems in order to promote kindergarten reading. Over the years, early childhood reading education has been highly valued by the Chinese government. In particular, since the release of the "Thirteenth Five-Year Plan for National Reading" in 2016, relevant departments have successively promulgated a series of documents related to early childhood reading, including the "National Reading Promotion Regulation (Draft)" (2017), the "Outline of Children's Development in China" (2021), the "Plan for the Construction of the Public Cultural Service System in the Fourteenth Five-Year Plan" (2021), and the "National Youth Student Reading Action Implementation Plan" (2023). Early childhood reading literacy has long been highly valued by our country. [Method/Process] Using the literature review method, we conducted research on the status of kindergarten reading. The research content includes: kindergarten reading teaching, kindergarten reading activities, reading environment, reading methods, and reading modes. By applying the case analysis method, we refined and evaluated cases such as organizing reading festivals, stimulating reading interests, parent-child reading, cooperation with society, and picture book drama performances. [Results/Conclusions] The scientific nature of children's reading methods is crucial for the development of their reading skills, interests, and habits, and also contributes to the legitimate and rational promotion of reading. Kindergartens lack sufficient synthesis and refinement of reading instruction and activities. There are few well-planned and themed reading brands at the whole-school level with significant influence, and there are not many distinctive reading cases. Moreover, the cooperation between kindergardens and social forces is not deep enough. We propose the establishment of a kindergarten reading guidance organization, the issuance of kindergarten reading guidelines, the strengthening of the reading guidance function of the regional kindergarten alliance, the expansion of the kindergarten work of the reading promotion committee and the deepening of development initiatives to integrate kindergartens with social forces.

    [Purpose/Significance] Establishing reading promotion standards and evaluation systems has become the key to the quality development of reading promotion. Whether from the perspective of achieving social justice or moving reading promotion into mainstream services, the implementation of reading promotion standards and evaluation is imperative. This article combines the content of the first academic seminar on standards and evaluation in reading promotion with current research in this area. It provides direction for the development of reading promotion standards and evaluation work, moving towards an era of high standards and high quality in reading promotion. [Method/Process] This article summarizes the key issues of current reading promotion work, including the necessity, feasibility and specific implementation methods of implementing reading promotion standards and evaluation work, as well as research on building a shared database and communication platform for reading promotion, answering the questions about basic issues of reading promotion such as the feasibility of implementing standards and evaluation work and how to practise them. In addition, this study takes the best practice cases of six libraries as examples and analyzes the reading promotion standards and evaluation work of these libraries from three perspectives: public library standardization, university library standardization, and the evaluation of reading promotion activities. [Results/Conclusions] The development direction of reading promotion standards and evaluation work includes establishing a standardized evaluation system, building an exchange platform, developing a reading promotion standard toolkit, carrying out full-process standardization and multi-dimensional effectiveness evaluation, constructing an evaluation model and providing professional reading promotion training for librarians. The standard and evaluation work of reading promotion in China is still in its infancy. Although the article clarifies the importance, urgency and difficulty of the current reading promotion standardization and evaluation work, it also reveals the consensus building that exists in the initial exploration of the related work. Due to the inadequacy, low planning implementation rate, single type of participating institutions and other problems, the academic community is still in a state of confusion regarding various basic issues of reading promotion standards and evaluation, and further research and practice are urgently needed. This article is not only a summary of the current reading promotion standards and evaluation practices, but also an outlook on the development direction of the future reading promotion standards and evaluation. It is hoped that the reading promotion work will continue to move towards standardization, specialization and high-quality development in the future.

    [Purpose/Significance] The National Reading Campaign has become a national strategy. With the deepening of reading promotion, many new methods, new tools and new perspectives have appeared in the research and practice of reading promotion. In order to effectively improve the standardization and professional level of reading promotion, we should systematically sort out, summarize and explore the significance, best practice, future goals and implementation ways of standardization construction and scientific evaluation of reading promotion. [Method/Process] In order to continuously promote the work of nationwide reading with high quality, we have conducted research combining the contents of the second Symposium on Standards and Evaluation in Reading Promotion and Evaluation. Based on the current needs and status of nationwide reading, we have summarized the issues in reading promotion work, including standardization and normalization of reading promotion, as well as the systematization of nationwide reading standards and evaluation. Based on the study of best practice in some libraries, we have put forward strategies and recommendations for the establishment of a reading promotion standard and evaluation system. The Reading Promotion Committee of the Library Society of China has organized two special meetings, the main themes of which are "Towards a High Standard and High Quality Era of Reading Promotion" and "Discovering New Methods, New Tools and New Perspectives of Reading Promotion". Through theoretical exploration, case study, individual interviews and other methods, this paper reviews the theoretical basis, professional construction and example discussion of the construction of reading promotion standards and evaluation system, and achieves a certain consensus on the professionalism, scientific and systematic oragnization and operability of reading promotion standards and evaluation indicators. [Results/Conclusions] The future work of reading promotion is condensed into three main aspects: improving the standardization of reading promotion with new methods, improving the standardization of reading promotion with new tools, and promoting the systematization of reading standards and evaluation in the whole country from a new perspective.

    The Challenge of Artificial Intelligence Scientists to the Epistemology of Science

    [Purpose/Significance] This study aims to explore the challenges that artificially intelligent (AI) scientists may bring to scientific epistemology. [Method/Process] Scientific discovery has long been of interest to AI researchers. The next big step in AI is the development of AI scientists. AI scientists should be able to independently motivate, make, understand, and communicate discoveries. Although the current robot scientists are still just a form of AI-driven automated experimental apparatus, and the best AI systems today cannot define their own hypothesis space and experimental design. At best, they can be considered to be a primitive form of AI scientists. Clearly, the specific path of AI-driven scientific research or the transition to AI scientists will inevitably be influenced by the frontier development of AI. Current AI systems must overcome the following major technical challenges: 1) making strategic choices in their research goals; 2) developing the ability to generate exciting and novel hypotheses in areas that push boundaries; 3) designing innovative approaches and experiments to test hypotheses that go beyond the use of prototype experiments; 4) focusing on and describing important discoveries in a way that can be understood by human scientists. The highly autonomous AI scientists can either make discoveries on their own or collaborate with other human and machine scientists to make Nobel-level discoveries. After reviewing the relevant AI applications in scientific research, this study illustrates the main characteristics of AI scientists and the two disruptive changes they bring about at the epistemological level: a leap in AI capabilities and AI for Science as the 5th paradigm of scientific research. [Results/Conclusions] The implications of AI for Science are revolutionary, but recent AI-driven explorations in scientific research increasingly support the possibility of its realization. In this situation, discussions on the epistemological issues of relevant sciences need to go beyond general philosophical debates and instead explore epistemological strategies for the coming scientific revolution in AI. In view of the coming scientific revolution in AI, this study proposes four strategies. First, we should pay more attention to the problems and solutions in the process of developing AI scientists. Second, the key to advancing the scientific revolution in AI is to find ways to eliminate factors that may lead to failure. Then, we use different strategies to achieve the scientific revolution of AI. Finally, we take advantage of metaphorical methods to help us develop AI scientists.

    [Purpose/Significance] This article is aimed to explore the impact of artificial intelligence generation technologies such as large language models (LLMs) on users' information retrieval behavior and to suggest ideas for information retrieval systems and information resource construction. In this way, it provides insights into and references for the future establishment of the artificial intelligence generated content (AIGC) information platform with Chinese characteristics as well as the information literacy education system. [Method/Process] In the field of library intelligence, with the wide application of AI technology in information service work, LLMs represented by ChatGPT have also become a hot topic of discussion. Taking the booming development of LLMs such as ChatGPT as background, we analyzed the impact of the increasing popularity of this technology on information retrieval systems and user retrieval behavior from the perspective of user information behavior by combining the technical features of LLMs with the characteristics of existing products. Literature survey and empirical analysis were used. [Results/Conclusions] The use of LLMs as information retrieval systems has unparalleled advantages over traditional products. These advantages include the ability to understand and process natural language queries, generate relevant and context-specific responses, and interact with users in a more human-like way. The application of LLMs in information retrieval systems has the potential to transform the way users search for information, influence the underlying logic, action priorities, and retrieval expectations of user information retrieval behavior. However, the existing shortcomings of LLMs in terms of reliability and accuracy still make it difficult for them to replace traditional information retrieval methods immediately. Language models may not always provide accurate and reliable answers, especially when dealing with complex or domain-specific queries. Additionally, LLMs may struggle to understand and process contextual information effectively, leading to limitations in their ability to extract relevant and context-aware insights. It is recommended to pay attention to this technology in the construction of information retrieval systems and information resources, and to explore the combination of LLMs and information services in order to cope with the changes in future user information needs and to further make full use of the value of existing information resources. Limited by the lack of expertise in the field of AI and the fact that LLMs are not yet widely used in practice in China, the research findings are only a reflection and exploration of the impact of LLMs on users' information behavior.

    Intellectual Property Protection of Scientific Data in the Algorithm Era: Factors Influencing Service Quality and Optimization Strategies

    [Purpose/Significance] With the advent of the algorithmic era, libraries' information delivery channels have shifted from offline physical entities to online digital platforms. This transformation has brought about significant changes in the way users access and utilize scientific data. The frequency of use of scientific data has increased exponentially, as more and more users rely on data to support their research, education, and innovation activities. The huge demand and application of use of data poses challenges to the development of libraries, among which the service guarantee of intellectual property rights (IPR) for scientific data is becoming a key factor affecting the development of digital libraries. IPR is a legal concept that protects the ownership and control of data creators and providers over their data. It also regulates the rights and obligations of data users and re-users. Therefore, this study aims to explore the influencing factors and optimization strategies of libraries' IPR service quality for scientific data. [Method/Process] To achieve this goal, this study used a questionnaire analysis method to collect data from a sample of 252 individuals belonging to a highly knowledgeable group, such as researchers, academics, and students. These individuals are the main users and producers of scientific data, and their perceptions and expectations of the quality of IPR services by libraries are crucial for improving the service. The questionnaire consists of four parts: demographic information, IPR awareness, IPR satisfaction, and IPR improvement suggestions. The reliability of the questionnaire factors is between 0.724 and 0.913, indicating a high level of internal consistency. The validity of the questionnaire is verified by confirmatory factor analysis, which shows a good fit between the data and the model. Based on the data, this study conducts a path analysis to test the hypotheses and obtain the results. [Results/Conclusions] The results show that the following factors have a significant positive impact on the quality of libraries' IPR services for scientific data: the implementation efficiency of policies and regulations (beta=0.326, p<0.001), talent team building (beta=0.274, p<0.001), the data management technology (beta=0.211, p<0.001), the diversification of service models (beta=0.358, p<0.001), and the number of data IPR sharing agreements (beta=0.329, p<0.001). These factors reflect the importance of improving the legal, human, technical, and organizational aspects of libraries' scientific data IPR services. Based on the findings, this study proposes five optimization strategies for libraries in scientific data IPR service: strengthening the implementation of policies and regulations, improving the training and motivation of talent teams, upgrading the data management technology, innovating the service model, and increasing the number of data IPR sharing agreements. These strategies can help libraries to improve the quality of their scientific data IPR services and meet the needs of the users in the algorithmic era.

    Analysis Framework of Science-Technology Microcosmic Knowledge Flow Based on a Multi-layer Network

    [Purpose/Significance] Today, the methods of global technology cooperation have become diversified, while the patterns of knowledge and resource flows have become networked. The way knowledge flows between science and technology and promotes innovation is a hot topic in informatics research. Under such circumstances, the transfer and flow of technical knowledge has become increasingly important for the creation of new technologies and the generation of new knowledge. It can provide potential solutions for solving technical problems and generating technological competitive advantages. This study reveals the structural characteristics of the knowledge flow network between science and technology from a micro perspective, and provides new ideas for discovering new knowledge flow and communication channels, understanding the links between science and technology, and exploring innovation breakthroughs. [Method/Process] This paper adopts a multi-perspective approach and exames technical knowledge citation, scientific knowledge citation, and the intersection of scientific knowledge. Specifically, the study focuses on patent-patent citation, patent-paper citation, and paper-discipline co-occurrence, and uses a multi-layer network method to develop a science-technology (S&T) knowledge flow micro-network analysis framework. Through this framework, knowledge flow patterns between science and technology can be comprehensively explored. An empirical study was conducted in the field of genetically modified corn to investigate the knowledge flow patterns between science and technology. Using a multi-layered network model, this study aims to explore the relationship between science and technology from three different perspectives. [Results/Conclusions] The results of the study suggest that technology nodes that absorb multidisciplinary knowledge are more likely to engage in knowledge diffusion or absorption. Additionally, knowledge flow is more likely to occur between the technology nodes corresponding to two interdisciplinary subjects. The analytical framework proposed in our study can reveal the characteristics of knowledge flow from a micro perspective, and can identify two types of knowledge flow structures in the empirical case of genetically modified corn, which extends and enriches existing research on knowledge flow. In the future, the S&T knowledge flow research framework proposed in this study has the potential to be further extended and widely applied by incorporating different types of knowledge subjects, enriching knowledge attribute factors, and expanding knowledge flow paths. For instance, the research framework can be extended to broader fields to explore the relationship between knowledge flow patterns and the characteristics of these fields. It can also be used to explore knowledge flow patterns and potential technological breakthroughs at different flow levels and innovation themes. Such research can serve as a basis for innovation policy and provide theoretical support for the development of strategies and technology research directions.

    [Purpose/Significance] There is no shortage of discussions in the library industry on how the value of academic libraries can be reflected by affecting students' learning outcome. There are also excellent cases such as the "Value of Academic Libraries' Initiative", which have a great impact on the theoretical and practical research in the field, and have initially formed a research system. Due to the differences in the higher education systems of different countries and the focus of higher education talent cultivation goals in different eras, it is necessary to consider the actual situation and based on the construction background of "double first-class" university construction to explore the paths and countermeasures that are in line with the development strategy of higher education in the new era of Chinese academic libraries. Scientific measurement and evaluation of academic library services from the student-oriented perspective is an important way to clarify the key path of library value enhancement, which is helpful for libraries to optimize their services, improve their development framework and enhance their own value. [Process/Method] In view of the above background and related research deficiencies, this research focuses on how academic libraries can improve their own value in the new era to better serve the strategic development of universities, and become the core of value for various stakeholders to discuss. Meanwhile, the methods used in related research lack the in-depth analysis of the process of library influence. In order to systematically sort out the internal logic of library impact on students' learning outcome, it is essential to explore the role of process factors in it, and it is not enough to use only regression analysis to conduct data statistics. This study analyzed 985 questionnaires by using the structural equation model analysis method, built a student-oriented value impact model of academic libraries with "situation-effect-outcome" as the main line, and explored the key influencing factors. [Results/Conclusions] It is suggested that the academic libraries should enhance their value influence in the following four aspects: to strengthen the policy guidance to improve the service utilization rate of academic libraries, attach importance to the contribution and value of academic libraries in the construction of "double first-class" university service, study and build a service system that meets the needs of users, and strengthen the service support for "double first-class" university construction. In this study, the research area is set in the University of Chinese Academy of Sciences and the interviewees are set at the postgraduate education stage. Although it is representative to a certain extent, the sample scope is still limited. The applicability of the conclusions obtained from the empirical research needs to be further verified to improve the reliability of the conclusions. In the future, it is necessary to investigate the influence of more types of university libraries on students' academic performance and the influence of university libraries on students' academic performance at different stages of education. To verify whether school factors and the training level of students have an impact on the correlation between university libraries and students' academic performance, and whether the causal relationship between the cognition and evaluation of students promoted by university libraries and students' academic performance is applicable to all universities and students.

    Causes and Influence Paths of Digital Stress among Social Media Users

    [Purpose/Significance] With the development of the Internet and the popularization of smart devices, the scale of social media users around the world is increasing, and social media has become the center of people's communication, but it also produces a series of negative problems. Digital stress refers to the painful subjective experience of users caused by different stressors in the process of heavy use of social media. At present, most studies on social media focus on users' social media behaviors. In recent years, digital stress has gradually attracted the attention of researchers. However, most studies discuss the impact of single variables on results from the perspective of linear regression, and few studies focus on the complex mechanism behind digital stress. This study aims to explore the influencing factors and mechanism of social media users' digital stress in order to further understand the path of digital stress and provide reference for relieving users' digital stress. [Method/Process] This paper adopted a mixed research method combining grounded theory and qualitative comparative analysis. First, 21 users were selected as interview objects, interview data were coded, and theoretical models were constructed. Second, a questionnaire was designed according to the theoretical model and 262 questionnaires were collected. The fuzzy set qualitative comparative analysis (fsQCA) method was used to analyze the questionnaire data and explore the formation path of social media users' digital stress. [Results/Conclusions] There were 9 influencing factors of social media users' digital stress: overuse, technology intrusion, information overload, communication load, fear of missing out, approval anxiety, social expectation, digital coping skills and self-control. They were classified into four dimensions: technology, social, environment and personal characteristics. There are six paths that trigger digital stress, among which overuse and fear of missing out are the key factors leading to high-level digital stress, technology intrusion and information overload are the important conditions for digital stress, and digital coping skills and self-control have no significant effects. At the same time, this paper has some limitations. First, the end point and result variable of this paper is the digital pressure of social media users, focusing on the factors that affect the generation of digital pressure and how the combination of factors and variables ultimately leads to the generation of results. Less attention is paid to user behavior. Although some attention is paid in the interview, antecedent variables are emphasized in the analysis. Future studies can take users' social media usage behavior into consideration to explore the whole process formation mechanism of influencing factors-digital pressure-user behavior. In addition, most of the research samples are young users of social media, and users of other age groups are less involved. In the future, the research samples should be further expanded to improve the universality of the research conclusions.

    Journal Download Factor: A Composite Indicator of Dissemination, Impact, Knowledge and Information

    [Purpose/Significance] The birth of the Internet has brought revolutionary impact on bibliometrics, giving rise to a number of online download indicators for academic literature. The most representative basic indicator among them is the download frequency, but it also includes the annual download rate, the total download volume, the download half-life, and the Google Scholar Index. The proposal of these indicators provides a new method and means of measuring scholarly dissemination and impact, which is a significant development of traditional bibliometrics and an important component of alternative metrics. Given the lack of indicators that comprehensively characterize the dissemination, impact, knowledge and information volume of academic journals, this paper proposes the download factor indicator to address this problem. [Method/Process] First, according to the changes of download frequency and citation frequency over the years, based on the citation data of CSSCI journals of library information and bibliology on CNKI, a panel data model was used to establish a prediction model of download frequency and citation frequency, and the optimal lag period for designing the download factor was determined. The indicator of download factor was proposed, that is, the average number of downloads per hundred times of each paper after 2 years of publication. This paper further used ridge regression to analyze the relationship between the download factor and the impact factor, h-index, and the number of articles. [Results/Conclusions] The download frequency with a lag of 1 year and 2 years determines 80% of the citation frequency. This article innovatively adopts a panel data model and comprehensively evaluates the impact of download frequency on citation frequency in both current and lagged periods, thereby greatly improving the prediction accuracy. The download factor can better measure the knowledge information volume, dissemination level, influence and academic quality of the journal. The timeline for downloading factor indicators is synchronized with the influencing factors, both within 2 years after the publication of journal articles, focusing on the evaluation of academic communication level. The download factor has the highest correlation with the main indicator of the impact of journal quality, the h-index, and has a high correlation with the impact factor and publication volume. It has good statistical indicator properties and is a comprehensive indicator for evaluating journals; the download factor index needs to be more inspection of application in disciplines and use of data. This article is based on the conclusions drawn from the research of 19 CSSCI journals in library and information science literature. The relationship between download frequency and citation frequency in other disciplines, as well as the construction of download factors, require further research in conjunction with the latest data.

    Analysis of Information Dissemination of Emergencies Based on Weibo User Characteristics

    [Purpose/Significance] With the popularity and development of social media, Weibo has become an important information transmission platform. Understanding the law of emergency information transmission based on the characteristics of Weibo users is of great significance for grasping the development trend of events, evaluating the influence of information, and formulating effective response strategies. [Methods/Process] Selecting typical cases of four types of emergencies (natural disasters, accidents, public health events, and social security events) as the research objects, this paper crawled the user data of the information transmission on the Weibo platform and analyzed the distributions of user gender, user geographical distribution, user attention and fan number and user type of the information transmission for these events, in order to reveal the differences and similarities of the user characteristics and transmission laws for the four types of emergencies. [Results/Conclusions] As for the similarities of the user characteristics and transmission laws, first, the audiences of the four types of emergencies have obvious regional characteristics, and the users in economically developed provinces generally have a higher attention rate. Second, the transmission users of all types of emergencies are generally concentrated on active users and grassroot users with strong and weak propagation power respectively, accompanied by a small number of authoritative users with strong influence. However, there are differences in the broadness and gender distribution of the audiences for different types of emergencies. First, natural disasters have a wider spread of the audiences and relatively higher attentiveness; accidents and public health events tend to be local events with relatively low attentiveness, whose audiences may be more concentrated in and around the affected areas; the audience spread of social security events is scattered depending on the nature of the event, the scope of influence as well as the communication channels. Second, female users pay more attention to natural disasters, public health events and social security events, while male users pay more attention to accidents, which can be attributed to the different emotional orientations and psychological characteristics associated with users of different genders. These results provide insights for the formulation of targeted guidance strategies for information dissemination. In future studies, we will collect data on other social media platforms, obtain more information on user characteristics through different channels, and introduce more in-depth analysis methods and indicators to comprehensively reveal the dynamic mechanisms of emergency information dissemination, thus improving the accuracy and effectiveness of the research.

    [Purpose/Significance] Data empowerment for collaborative transformation of the entire industrial chain has become a national strategy. In the context of multi-source and heterogeneous big data, we face higher demands on the diversity and real-time of recommendation services, as well as the standardization and comprehensiveness of user and item information management, in order to turn data into resources, support the diversification of smart recommendation services, and enhance the user interaction experience. To this end, we should systematically sort out and analyze the research results of user interest modeling and item information management technologies in China's big data empowerment, elaborate the technical system for standardized management of user and item information in intelligent recommendation. [Method/Process] The article summarizes the content of 507 documents using literature review methods, and summarizes and analyzes the domestic big data empowerment resource management technology for smart recommendation from two aspects: user interest modeling and item information management. User interest modeling technology includes model representation, model initialization and model evolution, the item information management technology shows the goals, implementation methods, implementation techniques, and methods of item information management, including data collection, data mining, data storage, data updating, and data interpretation. [Results/Conclusions] First, the user interest modeling technology of big data empowerment mainly studies the following issues. 1) The method of model representation is to accurately formalize the user's needs. 2) The model is initialized to collect user information in an implicit or explicit way and select tools and technologies according to data types to pre-process user data according to a fixed process, and select measurement methods to quantify user interest. 3) Model evolution aims to apply methods and technologies to evolve user interest models offline and online. Second, the item information management technology of big data empowerment mainly studies the following issues. 1) The online technology and offline equipment are used to synchronously collect item data across the whole domain, integrate domain knowledge, and use algorithm libraries and data analysis methods to mine item data. 2) The distributed storage is used such as databases and file systems to store item data. 3) Data collection, mining, and storage technologies are the main techniques, item data are updated through offline and online methods, and visualization technology is used to intuitively interpret ietm data. Finally, existing research needs to strengthen the design and practical research of user-driven and data-driven smart recommendation solutions, as well as strengthen research on data security.

    Influencing Factors of Network Social Mentality in Public Emergencies: A Meta-Synthesis

    [Purpose/Significance] When emergencies occur, the information environment becomes complex, users' emotions are strongly affected, and the social mentality fluctuates. This situation also poses new requirements for the management of network public opinion. It is urgent to actively and correctly manage the current social mentality. The research on the current social mentality mainly focuses on the macro level, while the micro-user emotion and the macro-network social mentality need to be further explored. Therefore, it is necessary to explore the fine-grained influencing factors of the network social mentality in public emergencies, so as to promote the effective response to public emergencies in China and manage social mentality. [Method/Process] The meta-synthesis method is used to formulate a reasonable retrieval strategy. Based on the mainstream databases at home and abroad, the literature is screened by topic, and the quality of related topic literature is evaluated to obtain effective literature and use it as the original data. Through the form of three-level coding, the included literature was interpreted, translated and aggregated to test the reliability and validity of the research results and confirm the validity of the results. This paper summarizes the key variables and implicit relations of the existing research results, and constructs a comprehensive and micro-theoretical framework of the influencing factors of network social mentality in public emergencies. The relationship between the dimensions and the main categories in the model was analyzed. [Results/Conclusions] The study finally obtained 90 initial concepts, 31 categories and 13 main categories, which were summarized into a model of influencing factors composed of four dimensions: user, event, government and social environment. As the main body and direct cause of the change of network social mentality, users and events are the core objects of network social mentality management. As the external environment for the change of network social mentality, society and government play an important role in the management and standardization of network social mentality. The theoretical model framework can provide some guidance and reference for promoting public emergency response and social mentality management. It is also of great significance for the study of network social mentality and user emotion. There are still some shortcomings in the article. The research object of this paper has not yet been more official and unified. The definition is a self-summary based on literature reading. In addition, due to the specificity of the research object, there may be a problem of incomplete literature search. In the future research, the management model will be further explored in combination with the development of practice, and the model framework will be revised and expanded.

    Construction Model of Digital Rural Areas in China from the Perspective of Structural Dynamics Based on Multiple Cases

    [Purpose/Significance] Accelerating the construction of digital rural areas is a strategic direction for comprehensively promoting rural revitalization, which plays an important role in promoting the modern basic living conditions in rural areas, improving the quality and efficiency of farmers' production and living, and achieving the development of urban-rural integration. In recent years, the construction of digital rural areas has been actively promoted in various regions, and a number of typical models are being explored and practised which has brought more digital dividends to rural residents. However, the regular characteristics of various practices have not been summarized in related research, resulting in poor promotion of best experience models and a lack of directional indicators for digital rural construction in different regions. This paper has summarized the regular characteristics and application mechanisms of diversified digital rural construction practices in China. The relevant conclusions would provide theoretical reference for promoting the construction of digital rural areas in different regions through classification. [Method/Process] Based on the perspective of structural elements and dynamic effects, this paper investigated four typical county-level digital rural construction models as research objects, namely Deqing County, Pukou District, Cao County, and Dianjiang County, in the national or provincial-level digital rural pilot county. Then, it used a multi-case analysis method to explore the regulatory characteristics of different types of digital rural construction models. [Results/Conclusions] The construction of digital rural areas in China mainly involves the integration of urban and rural areas, the integration of industry and city, the integration of point, line, and area, and the promotion of construction throughout the county. Influenced by factors such as the main functions of the construction, the requirements of the construction content, and the resource endowment, location, and transportation of the construction area, the internal and external thrust mechanisms of different construction models also exhibit different characteristics. In promoting the construction of digital rural areas in the future, different regions should fully consider the strength of the main functions of the construction, choose different construction mechanisms and content, so that digital rural areas can benefit more farmers, and help promote the comprehensive revitalization of rural areas. However, there are some shortcomings in this paper, such as the lack of in-depth analysis on the role and functional positioning of farmers, different levels of government, and market subject as participants. More wisdom is needed to embed the operation and maintenance mechanism for the later stage of digital rural area construction in future research.

    Online Social Spammer Detection Based on Deep Learning

    [Purpose/Significance] The development of the Internet has led to the rapid development of social networks, providing users with a convenient channel for the release, dissemination and acceptance of information. However, its low-threshold characteristics have also given rise to a group of the "Internet water army"--online social spammers, who are paid to post online comments with particular content and spread false information on purpose. They have become a major problem for the Internet ecology. It is of great significance to detect the Internet water army, prevent their malicious attacks, and combat and eliminate their negative effects on the security of the online public opinion. [Method/Process] First, we analyzed the development process and characteristics of the online social spammers, summarized the algorithms used in previous studies and the characteristics mentioned, and sorted out three research starting points: text features, interaction features and graph structure features. Then, an online social spammer detection method based on deep learning was proposed. Combined with the three aspects of user basic information, historical remarks and interaction behavior, six types of features were extracted from the basic information, recent remarks, social intimacy, interaction behavior, microblog number and membership level. Through feature depth extraction and vector splicing and fusion, the user feature vectors were formed with the same length. Finally, a convolutional neural network was used as a classifier to build an automatic, high-precision and high-efficiency spammer detection model. Two Chinese online spammer datasets collected from the Sina Weibo platform were selected for the experiment. The features of the datasets were spliced and aligned to form the Weibo Spammer 2023 dataset as the model training dataset, which prevented the data features of a single dataset from being too discrete and reducing modle generalization. Considering the overfitting problem in the model training process, we solved the problem by adding abandoned layers. [Results/Conclusions] The online spammer detection model constructed in this experiment has significantly improved in terms of metrics such as precision and accuracy. At the same time, the ablation experiment shows that the six features extracted in this experiment have a positive effect on the detection process. Through empirical analysis, the model constructed in this paper has a high detection accuracy and detection efficiency, which can provide certain technical support and theoretical guidance for online spammer identification. By using machine learning methods to actively identify online social spammer accounts, real-time monitoring and prevention of key spammer accounts can prevent the occurrence of malicious network events more timely and effectively and reduce the risk of illegal forces damaging the public opinion ecology.

    [Purpose/Significance] The report of the 20th National Congress of the Communist Party of China proposed the task of "deepening the activities of reading for all", pointing out that reading for all has entered a stage of high-quality development. As an important force to promote reading for all, library readers play an important role in promoting reading, improving cultural quality, and cultivating reading fashion. Improving the delivery ability and quality of reading services will be conducive to promoting the high-quality development of reading for all, helping the high-quality development of reading for all to deepen and consolidate the cultural foundation of Chinese path to modernization. This article aims to study the direction and strategies for improving reading services from different perspectives and dimensions and provide theoretical support and practical reference for the high-quality development of reading promotion. [Method/Process] This article elaborates on the core of high-quality development of reading for all, and analyzes the significance and value of improving library reader services. At the same time, a survey was conducted through online surveys, literature searches, and other methods to investigate the status of reading leader services provided by 32 libraries and cultural institutions nationwide. Based on the survey results, research was conducted on the current status of the reading leader services, with a focus on the obstacles in the development of the services, as well as issues such as a lack of coordination and sufficiency. The problems and difficulties in the services were pointed out. [Results/Conclusions] Current reading leaders lack the introduction of evaluation mechanisms and their own accumulation is insufficient. The reading service method is outdated and the content is homogeneous. The service neglects the essence of segmented reading and deviates from the heterogeneous needs of the audience. There is a lack of community reading linkage and inability to form resource synergy. Based on these findings, several solutions are proposed: establishing a system for reading leaders, improving reading standards and strategies, building a resource library for reading leader projects, creating a "think tank" for reading services, carrying out community reading linkage, building a synergy of reader resources, emphasizing graded reading services, accurately matching the internal needs of readers, establishing high-quality content IPs, building a brand power for reading services, accurately tracing reading portraits, and optimizing content side presentation and utilizing opinion leaders to expand communication influence. Undoubtedly, there are still issues with incomplete case studies in this article, and more in-depth research and analysis will be conducted in the future.

    [Purpose/Significance] The report of the 20th National Congress of the Communist Party of China pointed out that the in-depth integrated development of culture and tourism should follow the principle of shaping tourism with culture and highlighting culture with tourism. As an integral part of the public cultural service system, university libraries and social organizations cooperate with each other to form a common force that contributes to promoting the inheritance and innovation of excellent culture, enhancing cultural confidence, and promoting the high-quality development of culture and tourism integration. [Method/Process] This study elaborates on the necessity of jointly building and empowering the development of cultural and tourism integration between university libraries and social organizations. At the same time, it introduces a new model of cooperation between university libraries and social organizations based on the theory of full life-cycle project management, and systematically analyzes the characteristics and management mechanisms of project management under this model. Based on this, it takes the practice of strengthening culture and tourism integration through cooperation between Hainan Normal University Library and social organizations as an example, and summarizes the effectiveness and characteristics of their cooperation. [Results/Conclusions] Based on the characteristic literature resources, university libraries cooperate with social organizations to jointly promote the innovation practice of local cultural construction, which has strengthened the inheritance and innovation of local characteristic culture to a certain extent. However, due to the different cooperation projects, the specific practice process and effectiveness are also very different. It is necessary to standardize the management process and further refine the cooperation strategies for the characteristics of different social organizations. Therefore, in connection with the actual cooperation between the Shanghai Normal University Library and social organizations, starting from the project cooperation process, university libraries should pay attention to the following issues: clarifying service positioning, strengthening the selection of cooperation organizations; integrating advantageous resources and improving service project management; ensuring service effectiveness and optimizing the connotation of cooperation projects; innovating service forms and deepening the promotion of cooperation achievements..

    AIGC Technology Enables Innovative Applications in Library Reading Promotion

    [Purpose/Significance] Reading promotion has been a basic and normalized activity in libraries, and has been carried out for many years. Although it has achieved remarkable results in promoting the dissemination of knowledge and culture, it has reached a developmental bottleneck that urgently requires innovative breakthroughs. The introduction and application of artificial intelligence generated content (AIGC) technology can innovate the content and form of the library work, and promote the connotative development of library services. Currently, there is limited research on the application of AIGC in library reading promotion, with most studies focusing on theoretical discussions of work scenarios rather than practical applications. The aim of this article is to explore new technology applications in new scenarios to help solve common problems in the field. [Method/Process] Through literature research and case analysis, based on the characteristics of AIGC content, we look forward to AIGC empowering library reading promotion scenarios, including inspiring activity creativity, and enriching work forms; creating reading IP, and forming work brands; promoting in-depth and professional reading, and optimizing work content; strengthening service management, and promoting the construction of work evaluation standards. Taking the "New Book Recommendation" activity as an example, we analyze work application elements such as planning, promotion, organization, and evaluation, and construct a work model suitable for the scenario. [Results/Conclusions] Although AIGC has great potential and broad prospects for application in library reading promotion, it faces many application challenges, such as the need for a change in librarians' work mindset, issues of data privacy and ethics, and the quality and accuracy of generated content. This paper discusses the application paths of AIGC in library reading promotion, including strengthening skills training to comprehensively enhance librarians' new literacy in the AI era; exploiting the role of "AI prompter" to deepen reading services; building a rich database of event data corpora to ensure digital content generation; and improving rules for content review and quality control. Compared to other information resource management tasks, such as reference consulting and academic services, the impact of AIGC is relatively mild. AIGC is applied as a tool for reading promotion, with librarians remaining the primary actors, and the implementation of work elements is still carried out within the existing work framework. The discussion of AIGC applications in library reading promotion practice in this paper offers methodological insights for library reading promotion, with scenario elaboration, model construction, and path generation facilitating the realization and broad application of these related services. The limitation of this study, however, is the lack of concrete data on the effectiveness of the work discussed, which requires further research.

    Security Strategy of Scientific and Technological Literature Resources in Western Regions of China

    [Purpose/Significance] As an important strategic information resource, scientific and technological (S&T) literature is increasingly valued by countries around the world. The construction of information resource security systems has become one of the important indicators for measuring national competitiveness. The National Science and Technology Literature Center (NSTL) is a model for the joint construction and sharing of S&T literature resources in China. In the current era of vigorously promoting the western development strategy, NSTL, as a strategic guarantee institution for national S&T literature resources, actively conducts research on resource security and joint construction and information sharing mechanisms in the western regions of China to support the social and economic development of the regions. It has formulated relevant action plans that are practical for the western regions, which is of positive significance and plays an important role in supporting the national western development strategy. [Method/Process] Taking the western provinces of Xinjiang, Qinghai, and Tibet as examples, this study has analyzed the publication situation based on the Dimension database, comprehensively surveyed and analyzed the types of S&T literature resource demands, potential demands, barriers to accessing S&T literature resources, and the current status of joint construction and resource sharing in the three western provinces. The paper output, discipline and field distribution of users in these western provinces were summarized. The study also analyzed the citation situation to summarize the discipline demand characteristics of users in the region, the distribution of publishers of demanded resources, and conducted research on the joint construction and information sharing status of publishing institutions and their resources. [Results/Conclusions] Based on the analysis of the situation of users in these western provinces, the demand for resources, and the current status of resource joint construction and information sharing, this study proposes the NSTL western region S&T literature resource security strategy, which includes proposals for joint construction of resources and information sharing. This includes focusing on securing much-needed discipline resources in the western provinces, selecting specific areas to pilot the opening of specific resources, establishing specialized resource repositories for the western provinces, and utilizing alliances or systems of NSTL member units to provide relevant resources to the western provinces of China.
