[Purpose/Significance] Identifying users' concerns from massive comments on Weibo can help the administrative departments to manage the evolution and development trend of public opinion. [Method/Process] Taking Weibo as an example, this paper constructed the topic graph of Weibo public opinion based on the knowledge graph theory and the text mining method. By applying different text similarity, network optimization and text clustering algorithms, the structural characteristics of the graphs were analyzed. [Results/Conclusions] The construction of the topic graph of Weibo public opinion can help managers quickly identify users' concerns. At the same time, it plays an important role in managing users' online texts, predicting the evolution trend, and preventing the diffusion of negative public opinion on social media.

[Purpose/Significance] Exploring the dissemination characteristics of new government media can provide deeper insights into the future development direction of new government media, and help relevant organizations or departments to disseminate information more timely and better serve people's livelihood in future social governance. [Method/Process] This article selected three new government media platforms, Weibo, WeChat, and TikTok, to crawl the content published by the platform and the corresponding amount of the user's likes, comments, and reposts. Based on the information dissemination influence indicators of each platform, combined with the release time, content types, and push form, the information dissemination influence of different new government media platforms is analyzed. [Results/Conclusions] The results show that short video government media platform has excellent performance in terms of information dissemination activeness; differences in information content and event types make them suitable for different push forms; various new government media should form complementary multi-platform channels.

[Purpose/Significance] As reading apps are becoming popular for they are convenient for people to read, people are also increasingly concerned about user privacy issues. This study aims to promote the safe and healthy development of reading apps, and provide better reading services. [Method/Process] This paper selected the top 10 reading apps as the survey objects, and analyzes the user privacy policies from the aspects of the presentation of privacy policies, the collection of user personal information, the storage of user personal information, the sharing of user personal information, and the service provision for teenagers. And it also analyzes the reading apps' main difficulties in user privacy protection. [Results/Conclusions] Since the implementation of "Regulations on Ecological Governance of Network Information Content" since March 1, 2020, many apps have updated their privacy policies, and the presentation of privacy policies for reading apps has become clearer. The privacy policies of reading apps clearly stipulate that personal information collected and generated in the operation within the territory of the People's Republic of China is stored in China. At the same time, this paper puts forward some thoughts on improving the privacy policy of reading app users, mainly including further clarifying the boundary of user information collection, improving the information sharing specification, and refining the privacy protection policy of teenagers.

Academic Impact of Retracted Dissertations and Theses

[Purpose/Significance] This study examined the distribution of retracted dissertations and theses in order to explore their negative effects. The purpose is to provide recommendations and strategies for management departments to formulate policies to reduce academic misconduct. [Method/Process] We obtained cases of revoked academic degree through media news, and retrieved various databases and online reading sharing platforms to find the residual situation of the papers. We also analyzed the papers' academic impact by bibliometrics and altmetrics measurement. [Results/Conclusions] The results show that 75% retracted dissertations and theses were still in databases and online reading and sharing platforms, and 36% of them were retracted. Bibliometrics analysis found that 58% retracted papers were cited, and one-third of which occurred after the retraction. Altmetrics analysis found that 84% papers were uploaded, collected, shared, commented, and reposted. And 24% of them were uploaded after the retraction. Finally, we put forward the governance strategies from the perspectives of research integrity education and academic misconduct punishment.

[Method/Process]Based on the analysis of the achievements of Chinese S&T journal since the founding of new China, and the characteristics and connotation of the world-class S & T journals, this paper puts forward four specific goals for China to build the world-class S & T journals. [Purpose/Significance] This study aims to investigate the status and requirement of the rural information service platform under the big data environment, and analyze the strategies of platform construction so as to provide insights into rural information service innovation and development. [Method/Process] The paper starts on analyzing the relationship with big data technologies and rural information services, demonstrates the innovation and development of rural information services from the aspects of management layer, supplying layer and user layer, and then constructs the service platform based on big data combined with rural information service elements. [Results/Conclusions] Building the rural information service platform based on big data is a systematic project, and needs to take into full consideration of building subject, business orientation, information resources integration, and big data applications. [Purpose/Significance] The research aims to systematically identify the current main research topics, future development trends and existing problems in the field of digital publishing of academic journals, accelerate the digital transformation and build a healthy system of digital publishing of academic journals. [Method/Process] Based on the visualization analysis with CiteSpace, this paper studied 367 papers related to the digital publishing of academic journals published from 2007 to 2019 in the Chinese Academic journals (CNKI), and drew the knowledge map of key words, authors and author institutions. [Results/Conclusions] It is found that 2015 is the threshold for the research on digital publishing of academic journals, the number of studies showing a trend of first increasing and then decreasing. Many authors engaged in relevant research, and a core network has been formed. However, the relationship between the relevant institutions is poor and the cooperation needs to be further strengthened. Focused on the concept and connotation, status and optimized path of academic journal digital publishing, the talent cultivation, and the training mechanism, this paper combines its research hotspots and frontier topics, and summarizes the development characteristics of the current research and the main content, discusses the existing research problems and future trend. This study provides reference to the studies on digital publishing of academic journal in China.

[Purpose/Significance] Governments at all levels encourage and support social forces to participate in the construction of public digital cultural services, providing a good opportunity for government-society cooperation to build a public cultural service platform. [Method/Process] This paper sorts out the related literature about the co-construction of the grass-roots public cultural service platform, focusing on the role of government and social forces, the construction orientation of platform resources and services. It explores the co-construction mode of the grass-roots public cultural service platform, connecting it with the practical cases of the co-construction platform, analyzes the current situation of the co-construction of the platform and the service results obtained, and points out the shortages of the co-construction platform of the platform. [Results/Conclusions] The paper puts forward some targeted optimization strategies, aiming at giving full play to the powerful joint efforts of the government and social forces for the co-construction, in order to provide reference for improving the effectiveness of public digital culture services at the grass-roots level in China.

[Purpose/Significance] Identifying the contextual factors of information needs is of great significance for understanding the generation mechanism of information needs. [Method/Process] Based on the background of the outbreak of COVID-19, this study crawled the question data from the Baidu Zhidao between December 31 in 2019 and March 30 in 2020, using methods such as content analysis and co-occurrence network analysis to identify the themes of netizens' information needs and the associations between them, and discover the characteristics of different information need themes under various contextual factors. [Results/Conclusions] This study extracted 8 primary themes and 33 secondary themes to reflect the information needs of netizens during the COVID-19 pandemic. The top five information needs with the highest attention from netizens are: impacts, preventions, controls, knowledge and education, and symptoms and treatments. From the perspective of the correlation analysis between themes, the relationship between impacts and controls is the strongest, and worries about infection are closely related to symptoms and treatments. In addition, the contextual factors of netizens' information needs are mainly characters, regions, places, and activities. This research provides support for researches on the relationship between information needs and contexts of netizens in public health emergencies, and helps relevant departments provide information to the public in a timely, efficient and accurate manner.

[Purpose/Significance] The overall planning and targeted patent information services provided by university libraries play an important role in promoting the management efficiency of national scientific and technological innovation. [Method/Process] By summarizing the mode and process of patent output in universities, this study constructed the model of academic patent supply chain, discussing the information service strategies oriented to university patent supply chain. [Results/Conclusions] The results show that technological trend analysis plays a significant role in improving patent conversion rate. When patent maintenance time is long, patent licensing rate or the average profit value of patent conversion is reduced, scientific evaluation has an effect on improving the quality of patent conversion. When the user's patent awareness or technology acceptance ratio coefficient is contrary to the changing trend of the number of patent applications or conversion, policy feedback measures should be taken to maintain patent quality. Based on the above conclusions, this study puts forward some countermeasures and suggestions from the aspects of expanding the service system, strengthening the data ability and increase exports.

[Purpose/Significance] Public reading areas in Inner Mongolia are the subject of this study. After an analysis of current cases of cooperation between bookstores and libraries, and exploitation of strength as well as shortcomings, this paper, by referring to successful cases, endeavors to propose tactics for the sustainable development of public reading areas. [Method/Process] Surveys were made via online and telephone interviews, fieldworks, literature research, and analysis of statistics. Setting Hohhot, the capital city of Inner Mongolia Autonomous Region, as the target city, the statistics collected from institutes including Inner Mongolia Autonomous Region Party Committee Propaganda Department, Inner Mongolia Xinhua Publishing Group, The Library of Inner Mongolia Autonomous Region, Hohhot Library, Baotou Library, Puluo Bookstore, Xinhua Bookstore, and Qingcheng Reading Cube. [Results/Conclusions] As is reflected in the survey, the project, with Hohhot city as the center, covers 11 cities and leagues. As for the modes of cooperation, the You-Choose-I-Pay mode dominates, and meanwhile, alternative modes are under development. In the midst of the cooperation, urgent issues that need to be dealt with are financial shortage, restricted opportunities for private bookstores, absence of diversity in cooperation, and underrated advantages of bookstores. To address the problems above, authorities ought to provide further endorsement, including introduction of social forces, adding financial support and balancing the development of related bookstores of various types; the cooperation between the two sides should be deepened by making use of a relevant resource, like new media; the roles of the three, i.e. government, bookstores and libraries, need to be more specific, and integration among the three should be encouraged to better utilize resources provided; constructional plans need be integrated to guarantee the quality of reading materials; inter-section cooperation needs to be enhanced; and the characteristics of local culture and customs are supposed to be preserved as a resource and exploited in a commercialized manner.

[Purpose/Significance] Based on the perspective of blockchain technology applications, this paper takes the construction of subject evaluation blockchain with Chinese characteristics as the research object, and reconstructs the traditional subject evaluation system from the perspective of technology and content. [Method/Process] On the one hand, it can improve data sharing, collaborative efficiency, and business process by building the private chain within a university and the public chain between institutions. On the other hand, it can also strengthen the establishment of the disciplinary evaluation system with Chinese characteristics from the perspectives of building the Chinese academic achievement platform and establishing the integrity system. [Results/Conclusions] At present, the application of blockchain in the field of library and information science (LIS) is not mature, but it will be a useful attempt to build a "double first-class" subject evaluation platform based on the blockchain technology in order to provide useful reference for the transformation and upgrading of subject evaluation in colleges and universities.

[Purpose/Significance] National Social Science Fund reflects the trend and direction of research, the knowledge mapping analysis of NSFC in the field of library, information and documentation science can reveal its theme structure, track research hotspots and summarize the evolution paths. [Method/Process] Taking the National Social Science Fund Programs in library, information and documentation science from 2009 to 2018 as the sample, text mining and knowledge mapping analysis of data are carried out by using CiteSpace software. [Results/Conclusions] There are mainly six major knowledge domains: library science, documentation science, information science, archives science, enterprise competitive intelligence and western projects. The overall knowledge evolution has gradually transformed from traditional research topics to emerging topics and cross-disciplinary research. The research themes are characterized by obvious technology leading effect and policy guidance effect. This study expands the application data sources of CiteSpace software and provides a reference for the visual analysis of non-database data.

[Purpose/Significance] Government news text is one of the expression forms of [Purpose/Significance] Government news text is one of the forms of policy text. Text mining and analyzing the government news text can intuitively show the dynamics, reveal the position of dialogue events and the relationship between them, and improve the intelligence analysis work and promote the development and construction of China's new think tanks. [Method/Process] This paper uses the TextRank algorithm to extract core sentences, and evaluates it with the theoretical framework of critical discourse analysis (CDA). Using the corpus, the paper discusses the government's decision-making attitude from two macro perspectives of key sentences and keywords, and sums up the American official discourse cognitive image in the field of artificial intelligence and 5G from the micro perspective of discourse strategy. [Results/Conclusions] The analysis shows that the attitude of the US government towards artificial intelligence and 5G will continue to maintain the situation that "a priority to the United States under the guidance of the government needs ". In the face of technological competition in developing countries, depending on the guidance of the government in policy text is undoubtedly the best countermeasure.

[Method/Process] Applying text mining and detection of patent citation network, this study built subject clustering based on biggest fragmenting to detect innovation communities and with s-curve to forecast technology development of innovation communities. [Results/Conclusions] The empirical research on hybrid rice breeding innovation field shows that the proposed method not only enriches the theory and method of technology prediction, but also gives the relevant innovation institutions and national level strategic suggestions from the meso-perspective.

[Purpose/Significance] Fruit tree diseases endanger the safety of agricultural production, and the use of artificial intelligence technologies to help fruit growers identify fruit tree diseases in a timely and accurate manner is of great significance to ensure safe agricultural production. [Method/Process] Using 10 000 fruit tree leaf diseased spots image data sets, through image enhancement methods such as rotation, pollution, noise enhancement, and cutting to improve the diversity of sample images; using the ResNet-50 deep convolutional network model to perform machine learning to obtain the fruit tree diseases identification model, and develop application software based on this model to provide online diagnostic services. [Results/Conclusions] The experimental results show that the average recognition rate of the four fruit tree diseases reached 92.9%, which has a better diagnostic effect compared with related research results.

[Purpose/Significance] Under the background of "double first-class" university development, scientific research performance and disciplinary evaluation have been increasingly paid attention. More and more universities use the existing databases to find their advantageous subjects and disciplines that have development potential, and provide services in their efforts for the development of "double first-class" universities. [Method/Process] Based on the InCites/ESI databases, this paper proposes an evaluation method of university scientific research performance and disciplinary development potential. Firstly, the evaluation system is composed of scientific research influence, international cooperation ability and disciplinary output ability. Secondly, the scientific research outputs are analyzed from the aspects of the number of papers published, citation frequency, citation influence, international cooperation and ESI disciplines. Finally, a set of relatively comprehensive evaluation indicators is formed. In order to make better use of this method, Beijing university of technology (BJUT) is taken as an example for data presentation. [Results/Conclusions] This method can provide a scientific evaluation method for scientific research performance and disciplinary analysis of universities, and provide theoretical basis and data for the development strategy of universities.

[Purpose/Significance] Space is an important resource for libraries, and space reconstruction has been one of hot topics in library research in recent years. With the rapid development of information technologies, the social influence of traditional libraries is gradually weakening. The choice and use of different media by a library's users will directly affect the space utilization rate of the library. Therefore, libraries should be user-oriented and actively adopt appropriate ways to continuously enrich and expand space functions to meet the diverse needs of readers. [Method/Process] This paper uses the 5W1H analysis method to analyze space reconstruction's causes, function positioning, organization and lay-out, time planning, participating subjects, etc. and puts forward the development strategy of space reconstruction. [Results/Conclusions] The 5W1H analysis method includes all the elements of library space reconstruction. Using 5W1H analysis method for library space reconstruction can clarify the specific tasks and implementation strategies of each target module to improve the actual efficiency of space reconstruction. The space reconstruction through the 5W1H analysis method can provide reference for the space reconstruction of university libraries.

[Purpose/Significance] The research and application of patent citation data analysis are very extensive, which has important significance to understand the industry evolution and find opportunities for emerging technologies. The research is based on an in-depth understanding of factors such as citation motivation and actual function. [Method/Process] From the subject research perspective, this paper used the highly cited patents in the 5G communication engineering from the patent database (Derwent Innovations Index, DII), as the object, and downloaded the patent datasets of the citations of the patent examiners and the patent applicants. We revealed the attribute characteristics of two types of citations and the hidden value through the comparative analysis of the different citation datasets and observed the certain similarities and differences in two types of citations datasets in the publishing time, quotation of references, and the concentration field of technologies through social network analysis. [Results/Conclusions] The empirical conclusion shows that the examiner dataset tends to cite mature patents published earlier, and the examiner dataset has a higher concentration in both citation type and IPC. The analysis shows that most patents in the 5G field tend to apply the international applications, and the United States, China, and Europe are the important areas for the deployment of 5G technologies. The patentees or institutions of the applicant dataset are mostly small and medium-sized companies or research institutes engaged in the communication industry, while the citation examiners are relatively concentrated in large, established multinational communication equipment companies. Besides, examiners are more likely to refer to patents with a higher number of partners. In terms of the patent technology content, the applicant citations focus on the research and development of communication equipment and devices, as well as the research of communication protocols and technical methods, while the examiner citations focus on the technical research of communication methods and transmission.

[Purpose/Significance] The purpose of this study is to analyze topographic mapping industry's policies of seven main areas of China and to recognize the development obstacles. [Method/Process] Methods of textual analysis were employed to quantify and study the policies from seven dimensions such as attention to the whole industry, basic infrastructure and industry supervision. [Results/Conclusions] Based on the analysis of keywords, we draw the conclusion: 1) the policy attention and policy effect differ greatly because of resource distribution, economic foundation, technologies and talented people; 2) The eastern areas take a significant advantage over the western areas in both policy attention and policy effect. Based on the findings, a set of strategic suggestions are proposed for the government: management system, market system, basic infrastructure, human resources training, and achievements management for the industry's healthy development.

[Purpose/Significance] In the era of knowledge economy, knowledge has become an important social resource. Effective knowledge transfer will promote the exchange and sharing of knowledge, and play an irreplaceable role in improving organizational knowledge applications and innovation capabilities. Research in the field of knowledge transfer has produced rich results. However, the research review of knowledge transfer from various perspectives in China needs to be improved. [Method/Process] This paper selects CiteSpace software and adopts the bibliometric method to present visualization analysis of 2,854 journal papers related to knowledge transfer from core journals, CSSCI, and CSCD in the CNKI database. The analysis includes the core authors, academic institutions, and keyword data of the sample literature, and draws a keyword knowledge map that reflects the dynamics of the research topics. [Results/Conclusions] Through the analysis of the emergent time series, co-occurrence and clustering maps, and timeline maps, the research constructs a knowledge transfer research system from four aspects: research object, principle analysis, process path and research method, and predicts the future research directions of knowledge transfer from the perspective of enterprises, libraries and innovation: enterprise knowledge transfer research will focus on emerging companies; library knowledge transfer research will gradually increase the intermediary effect; innovation knowledge transfer will introduce topics related to knowledge, technology, and information transfer to achieve interdisciplinary research and innovation.

Under the framework of the sociological theory, the analysis of the reading needs of rural adult residents can not only understand the differences in reading needs of different social groups, but also clarify how sociological factors affect rural residents' reading needs. [Methods/Process] This article is aimed at rural residents in three towns in Guangdong Province. Through questionnaire surveys, statistical methods were used to analyze the influence of such sociology factors as individual and family on the reading needs of rural adult residents and then this paper proposed a strategy to meet the reading needs of rural residents. [Results/Conclusions] It is believed that the service quality should be improved from four aspects: optimizing the resource structure, ensuring family reading, enhancing family reading atmosphere, and improving the construction of farm bookstores, and optimize farm bookstore services.

[Purpose/Meaning] Multimedia methods are used in classroom teaching, with such characteristics as a large amount of information and fast pace, which doubles the pressure of extracurricular tutoring and answering service. This article proposes an active information service model of creating a course information system, establishing a course information database and linking it to a course information interaction platform.[Method/Process] By constructing a course answering robot and embedding it into the course interactive platform with the role of "intelligent teaching assistant", the information service can directly face the front line of teaching, and the extracurricular auxiliary teaching is more convenient and efficient. Taking the course WeChat group as an example platform, an "intelligent teaching assistant' role is generated in the form of an app and pulled into the group' giving certain online Q&A and online self-learning capabilities.[Results/Conclusions] The technical theories and methods of system development are briefly introduced. After the prototype system is tested the effectiveness and feasibility of the online role service model is initially verified. This article explores a new way in using modern information systems to actively serve the front line of teaching.

[Purpose/Significance] Smart libraries are considered to be the dominant mode and highest form of future libraries. The smart service it provides has a natural demand for self-service, and readers can obtain it under the condition of "unattended" 24 hours a day for more efficient, convenient and intelligent services.[Method/Process] This paper analyzed the feasibility of 24-hour self-service of smart libraries from three aspects: technology, economy, and operation, and the implementation of the service from five aspects: management system, personnel management, reader management, space transformation, and service innovation, and the constraints that impede the service in smart libraries. [Results/Conclusions] Several suggestions were put forward, such as building a smart space, encouraging and supporting social forces to participate in the construction of private libraries, using strategies such as rural revitalization and cultural poverty alleviation to promote equalization of public cultural services, scientific site selection, and precise services.

[Purpose/Significance] Online encyclopedias such as Wikipedia include a large number of concepts. However, in such encyclopedias, there are no clear divisions between concepts and concepts, between concepts and disciplines, and between disciplines and disciplines. It embarrasses junior researchers regarding a certain discipline to obtain domain relevant knowledge in a systematic and low-efficiency manner. [Method/Process] To obtain information in a specific subject area and organize knowledge better, a new algorithm is designed for subject division. Specifically, approaches in complex network analysis are introduced for subject division, which helps to build a topic text network by the classical topic model. Then, the overlapping community label propagation algorithm is improved to identify the boundaries of different subject divisions. [Results/Conclusions] Finally, 300 Wikipedia entry texts were investigated as samples to evaluate the effectiveness of the proposed algorithm. Categories of experiments were conducted to analyze the community structure of the entry network and the complexity of the subject division, which helps to provide a corpus to build a subject knowledge base.

[Purpose/Significance] This paper aims to study relationships between the "four only" elements in Humanities and Social Sciences and compare the seriousness of the "four only" problem. It will help to grasp the key issues, so as to provide targeted policy recommendations for solving the "four only" problem. [Method/Process] This article analyzes relationships between the "four only" elements to find the key elements, then compares and analyzes the elements in terms of reward and scarcity, and further analyzes the severity of the "four only" problem. [Results/Conclusions] The study found that: thesis and works are the most important meta-research results of researchers in Humanities and Social Sciences; the rewards of different research elements are heterogeneous; "hats" is the most important research factor; the "only hats" is more serious than the other elements. Finally, the following policy suggestions are put forward: academic evaluation should pay more attention to the reward of publishing thesis and works; solving "only papers" problem can solve the "four only" problem; we must properly solve the "only hats" problem.
